This study is to understand Concept and Characteristic of the Une Cite Industrielle, by contemplating formation process and characteristic of zoning pattern in Tony Garnier's Une Cite Industrielle. Through this study, it is considering differentiated characteristic with the previous existing urban plan and doing the re-verification of Une Cite Industrielle in several urban plan tried to recover the overall urban function after industrial revolution. Analysis results were summed up as follows: First, Garnier considered expandability of the city and utilized zoning to use the land efficiently. With the zoning concept, he constructed a pleasant urban environment by separating the dwelling and industrial area and planned appropriate green zone. Second, Concrete, new architectural material in 20th century was very important element made up the city for Tony Garnier and shaped the Beauty of modern exterior. Third, Tony Garnier solved the problem of the industrial city by the Une Cite Industrielle and provided people to community area by arranging the assembly facilities in the central city.

본 연구에서는 가르니에가 제안한 공업도시의 형성과정 및 배치형태 특성 등을 고찰함으로써, 공업도시에서 나타난 개념들과 그 특성들을 파악하고자 하였다. 이를 통해 공업도시를 그 이전의 기존 도시계획과 차별화된 특징을 고찰하고, 산업혁명 이후 도시의 전반적인 기능을 회복하고자 노력하였던 당대 여러 도시계획들의 흐름 속에서 공업도시가 가지는 의의를 재검증하려고 한다. 분석 결과를 요약하면 다음과 같다. 첫째, 가르니에는 도시의 확장성을 고려하였으며, 토지를 효율적으로 이용하기 위해 지역지구제, 즉 조닝의 개념을 적극 활용하였다. 조닝개념을 가지고 그는 주거지와 공업지역을 분리하여 쾌적한 도시환경을 구축하고자 하였으며, 적절한 녹지구역을 계획하였다. 둘째, 20세기의 새로운 건축 재료인 콘크리트는 가르니에에게 있어 도시를 구성하는 가장 큰 요소였으며, 근대적 외관의 미(美)를 형성하였다. 셋째, 가르니에는 공업도시를 통해 당시 산업도시가 가지는 많은 문제점들을 개선하고자 하였으며, 도시의 중심부에 집회 시설 등을 배치하여 도시민들에게 커뮤니티 지역을 제공하였다.
