The purpose of this study is to analyze the outcomes and problems of university autonomy policy as a representative case of the Lee Myung-bak Administration’s innovative policy on university regulation and to suggest its improvements. This paper analyzed 70 autonomy tasks, which were conducted from 2008 to 2012, by utilizing the outcome evaluation frame. It would be necessary to set goals and direction in accordance with the attributes of the regulation when processing university regulatory reform policy in the future. Additionally, it would be appropriate to carry out mitigation and abolition of restriction, and maintaining and consolidating regulation selectively. In addition, it would be essential to understand members’ requests accurately and to find out tasks in order to guarantee university members’ autonomy and academic freedom. Especially, it is necessary to ban regulation using evaluation, official correspondence, and phone calls and also to conduct impact assessment analyzing the effects before and after legislation.

이 연구의 목적은 이명박 정부 대학규제 개혁정책의 대표적인 사례인 대학자율화 정책의 추진 결과 및 성 과를 분석하고, 개선방안을 제시하는 데에 있다. 2008년부터 2012년까지 추진된 70개 자율화 과제를 대상 으로 성과평가 분석틀을 활용하여 분석하였다. 이명박 정부 대학자율화 정책은 목표의 타당성과 성과가 일부 인정된다. 그러나 정책목표에 부합하는 정 책내용이 발굴되지 못하였고, 평교원 및 학생ㆍ학부모의 의견수렴이 미흡하였다. 주로 대학 기관의 자율 성에 초점을 맞추었고, 표면적으로는 규제개혁 중 규제완화에 치우쳤으며, 추진과정에서 법령 이외의 방 법으로 자율성을 과도하게 제한하는 등의 문제가 발생하였다. 향후 대학규제 개혁정책을 추진할 때에는 규제의 속성에 따른 목표와 방향을 설정하고, 사안에 따라 규제 완화ㆍ폐지와 규제유지ㆍ강화를 선택적으로 추진하는 것이 타당하다. 그리고 구성원의 요구를 제대로 파악하고, 대학 구성원의 자율성과 학문의 자유를 보장하기 위한 과제를 발굴해야 한다. 특히, 평가ㆍ공 문ㆍ전화 등을 이용한 규제를 금지하도록 조치하고, 규제에 따른 영향을 사전 및 사후적으로 분석하는 입 법평가를 실시할 필요가 있다.
