This paper, using SWOT-CIPP model, examines the feasibility of the Plan for Graduate Professional School of Smart Education by KNUE. Educational feasibility and economic feasibility is under scrutiny by investigator. The sustainablity of the Graduate Professional School of Smart Education is under additional review in terms of the successful institution building process. The Plan is, under SWOP-CIPP perspective, feasible enough in the short term enterprise. It meets the requirement of necessity and immediacy and the KNUE has capability to do the job. The Graduate Professional School of Smart Education Plan still has a long way to go if one see it in terms of successful institution building process. This paper identifies many mid-term institutional factors necessary.

이 논문은 스마트교육전문대학원 설립운영구상의 타당성을 SWOP-CIPP 분석을 교육적 타당성 경제적 타당성으로 나누어 검토하고 제도형성이론이 입각하여 그 지속가능한 제도로서의 성공가능성 문제를 논의한다. SWOP-CIPP의 준거를 사용한 기술적 단기 전략적 판단으로 볼 때 스마트교육전문대학원의 설립은 그 타당성이 매우 높은 필요하고도 시급하며 한국교원대학교가 충분한 역량을 가지고 시도할 수 있는 계획이라고 할 수 있다. 그러나 스마트교육전문대학원은 단순이 기업이나 정부가 기획하는 사업을 넘어선 대학이라는 제도의 일부로서 지속가능성을 가져야 한다고 볼 때 제도형성론에서 요구하는 제도로서의 성공가능성은 아직 어려운 숙제로 남아있는 상태라고 판단할 수 있다. 본 연구는 그러한 과제의 성격과 제도적 성공을 위해 추구해야 할 여러 가지 노력의 내용을 확인한데 그 중요한 의의가 있다.
