This study was to investigate the role of teacher for effective character education, directions to improve character education for pre-service teacher and in-service teacher education, and ways to improve test measuring aptitude for school teacher. Teachers are key actors for character building of students. Because Teachers are perceived to be moral authorities by their students, and provide pertinent supports and aids for them. Teachers are responsible for building and integrative development of their students.' moral character, civic character, intellectual character, and performance character. And so, In pre-service teacher education, key competencies that teacher need to become character educators should be taught through ethics education as liberal education and civic education programs for community life. And weight of evaluation criterion such as character and morality in teacher selection test should be raised. In in-service teacher education, character education and training program through service learning and experiential learning, certification through the development of learning materials, should be put into practice. And support of Ministry of Education, Science and Technology for research and development of learning materials for character education with smart devices should be expanded.

이 연구는 효과적 인성교육을 위한 교사의 역할, 예비교사양성과 선발 과정에서 인성교육 강화 방안, 현직교사 인성교육 개선 방향을 제안한다. 교사는 학생들에게 인성의 모델로서 인식되고 학생들의 인성발달을 관찰하여 적절한 처방을 제공하는 인성발달의 주요 행위자이다. 인성교육의 효과적 실행을 위해 교사는 인성과 지식을 조화로운 발달시키는 촉진자여야 한다. 이를 위해 도덕적 인성, 시민적 인성, 지적 인성, 수행적 인성을 균형 있게 발달시키는 수업 전문가, 인성발달을 통해 창의성을 발달시키는 수업 설계자, 도덕적 성찰의 모델, 도덕적 문제에 대한 상담자 역할을 해야 한다. 교사를 유능한 인성교육자로서 양성하여 선발하기 위해서는 예비교사 교육 과정에서는 교양윤리 및 시민적 인성 함양을 위한 공동체생활 교육 프로그램 이수, 지적 인성과 수행적 인성 함양을 위한 인성교육 교수․학습 실연 수업 강화, 인성발달에 대한 평가 교육 강화, 생활지도와 수업 실습으로 이원화된 교육실습 등 교원양성정책의 전환이 필요하다. 교사 선발 및 임용에서는 교직적성심층면접의 인성 및 도덕성 평가 기준을 강화해야 한다. 현직교사 인성교육 및 연수에서는 인성 교수․학습 자료 연구․개발 지원 확대, 스마트 인성 교수․학습 자료 개발 인증을 통한 석사학위 취득, 봉사․체험 인성교육 연수 방안이 마련되어야 한다.
