In the 21st Century, the meaning of the national security and the proliferation of the consequences following it ought to make big difference in the management method and the means of confrontation. Nobody can predict the occurrence of the crisis in a nation and due to this, the size of the national damage can be maximized enormously. As a result, there is an increasing trend these days that most of the nations strengthen the role of their central government for the crisis management system. This is because disaster has been enlarged and the non-military and supranational threat have been internationalized and widened and hence there has been some difficulties for the local government to cope. However, the national crisis management system has to put emphasis on administrating the national security more systematically and effectively through intimate cooperation between the central and the local government and it is necessary to find a variety of political countermeasures. This thesis investigated the characteristics of the crisis management system of England in the dimension of its central government that continuously invests and develops resources and at the same time firmly constructing cooperation network with the local government. The preceding research of England provides meaningful implication for Korea to construct a very effective disaster management system of its local autonomous entity in the future.

21세기에 접어들어 국가안보의 의미와 이에 따른 문제가 확산되면서 대 처방법이나 대응수단도 크게 달라질 수밖에 없다. 국가의 위기발생은 어느 누구도 예측할 수 없는 상황에서 나타날 수 있으며, 이로 인한 국가적 폐해 또한 상상할 수 없을 정도로 대규모화 될 수 있다. 따라서 대부분의 국가들 은 국가위기관리를 위하여 중앙정부의 역할을 강화하는 추세이다. 이는 재 해재난이 대형화되고 비군사 및 초국가적 위협이 국제화, 광역화되면서 지 방정부가 대응하는데 일정한 어려움이 노정된 결과이다. 그러나 국가위기관 리는 중앙중부와 지방정부의 긴밀한 협력을 바탕으로 국가안보를 보다 체계적이고 효율적으로 관리하는 데 중 점을 둬야하고, 이에 대한 다양한 정책적 대안을 찾는 것이 필요하다. 본 논문은 중앙정부 차원에서 안보에 대한 지속 적 투자와 자원개발을 꾸준히 하면서 동시에 지방정부와 협력적 네트워크를 확고하게 구축하고 있는 영국의 위기관리체계를 분석하였다. 영국의 사례를 분석하는 것은 향후 한국의 지방자치단체의 효율적인 재난관리시스템 구축을 위해 의미 있는 시사점을 제공해 준다.
