Korean society has been recently concerned with school violence because the incidentsthat the victim of school violence committed a suicide continually happened. A study at2013 suggested that the level of violence is getting more serious even though thefrequency is decreasing. School violence is one of the biggest issues in juveniledelinquency or crime. Many studies deal with it, but the school violence policy is still vague. This study investigates several guidance program for preventing school violence,evaluates them and suggests the roles of police concerning the policy. The results ofevaluation are as follows: the guidance program recognizes that school violence is acomplicated problem related with a offender, a victim, family, and the police; and second,the guidance program is concerned with the policy on returning school focusing onreintegration rather than punishment or segregation. This study suggests the roles of the police offering the guidance program forpreventing school violence as follows: first, the police suggests the chance to meetdifferent people to encourage social skills and self reflection for students and to relieve astress to enhance the self esteem of victims as well as offenders; second, the police haveto expand the campaign for preventing school violence to acquire a social consensusintroducing the personalized guidance program; third, the police have to manage andexpand community-based organizations, which support and monitor students to set upthe mentor-mentee relationships; and fourth, the police should closely investigate andclassify the offenders to participate a suitable program and develop guidance program toprovide students to more service.

최근 들어 학교폭력으로 인한 피해학생들이 연이어 자살하는 사건들이 발생하였고, 이로 인해 학교폭력에 대한 우리 사회의 관심이 그 어느 때 보다 높다고 할 수 있다. 2013년을 기준으로 학 교폭력의 실태를 살펴보면 비록 수치상으로는 약간의 감소를 보이고 있으나 폭력의 정도가 점점 더 거칠어지고 심각해지고 청소년의 비행과 범죄에 관련된 문제 중에서 학교폭력은 가장 큰 비중 을 차지하고 있다. 학교폭력은 수많은 연구와 그에 대한 수많은 대책이 제시되었으나 학교폭력에 대한 문제해결의 기미는 보이지 않고 있다. 본 연구는 이러한 학교폭력에 대한 재발방지 선도프로그램에 여러 사례들을 연구하였고, 그에 따른 선도프로그램의 평가와 경찰의 역할에 대한 제언을 하고자 한다. 선도프로그램에 대한 평가 결과는 다음과 같다. 첫째, 학교폭력의 가해학생과 피해학생의 어느 한 편이 아니고 경찰과 학부 모만의 문제가 아니라 우리 모두의 문제로 학교폭력에 대해서 상황을 인식하고 있다. 둘째, 처벌 보다는 선도프로그램 등의 인성적인 측면을 강조하고 자기성찰의 시간을 가질 수 있는 충분한 시 간적 여유를 주면서 사회로부터의 격리가 아닌 학교로의 복귀에 관심을 갖고 있다. 이러한 학교폭력 재발방지를 위한 선도프로그램에 대한 경찰의 역할에 대해 제언을 하면 다음 과 같다. 첫째, 스스로 타인과의 조화와 자기 성찰 및 계발의 기회를 부여할 수 있도록 각 분야의 종사자들과의 만남을 통해 사회성을 기를 수 있도록 하고, 자발적인 여가활동 등 스트레스 해방 구를 마련하여 선도효과의 제고 및 가해자와 피해자의 자존감을 회복하는 계기를 마련할 필요가 있다. 둘째, 처벌 일변도가 아닌 맞춤형 선도프로그램 도입을 통해 경찰 활동에 대한 공감대를 확 보하여 학교폭력 예방 분위기를 확산시킬 필요가 있다. 셋째, 전문네트워크 지원 단체와「멘토 — 멘티」지정을 통한 사후 모니터링 및 지원으로 원활한 학교생활의 적응에 도움을 줄 수 있는 체 제의 확대가 필요하며, 협력기관과 단체에 대한 유기적인 연락체제 유지와 프로그램 진행에 차질 이 없도록 관리할 필요가 있다. 마지막으로 학교폭력 가해학생에 대해서는 사건 접수단계부터 선 도 대상을 면밀히 검토하여 적합한 프로그램에 참여할 수 있도록 조치를 취해야 하며, 추가적인 선도프로그램을 지속적으로 개발하여 참가학생에게 다양한 선택의 기회를 부여할 필요가 있다.
