This study aims to explore the direction and task for the transfer of administrative functions to promote the decentralization of power. For the sake of this goal, this study reviewed previous studies concerned, with the necessity and principle of the administrative function transfer. Then, this study examined the current state of the function transfer and conducted a survey to the scholars and professionals for decentralization evaluation. Based on the analysis results of the survey, this study suggested the direction for the decentralization of administrative functions, the transfer of special administrative agencies, and the share of functional roles between central and local government. The task for functional decentralization divided into more specific strategies is as follows: the firm faith of President and his(or her) continued support, the effort for the share of administrative functions between central and local government, the increase of the accountability of local government, the activation of citizen participation and the recognition conversion of concerned groups, and new construction of affairs distribution system.

본 논문의 목적은 우리나라 지방분권의 바람직한 추진을 위해 행정기능 이양의 방향과과제를 모색하는 데 있다. 이를 위해 먼저 행정기능 이양의 필요성과 행정기능 이양의원칙, 행정기능 이양과 관련된 선행연구를 고 찰한 후에 행정기능 이양의 현황을 살펴보았다. 다음으로, 관련 학자나 전문가를 대상으로 현재까지의 행정기 능 이양 정도에 대한평가와 방향 등에 대해 설문조사를 실시하였으며, 그 분석결과를 토대로 앞으로 추진해야 할 행정기능 이양, 특별행정기관 지방이양, 국가와 지방간 기능 및 역할 분담을 위한향후 방향을 제시하였다. 지방분권 및 그 핵심요소인 행정기능의 지방이양 확대를 위해 앞으로 지향해야 할전략 및 과제를 제시해 보면 다음과 같다. 중앙정부의 기능이나 사무의 지방이양 활성화를 위해서는 대통령의 확고한 의지와 지속적인 지 원, 중앙정부와 지방정부간의 기능 이양을 위한 역할분담 노력, 지방의 책임성 증대, 시민참여의 활성화와 관 련 집단의 인식전환 등이 필요하다. 또한 지방분권을 확대해 나가기 위해서는 사무배분체계를 새롭게 구축해야만 한다.
