The purpose of this paper is to study the creative economy, creative industry, and to find opportunities for regional development based on creative economy. This study was formulated and conducted upon ‘contrast of contexts’ and ‘macro-causal analysis. Israel, the United Kingdom, Germany, and the USA have been studied as outstanding cases of creative economy. Israel has the advantage of IT and venture companies. The United Kingdom has an advantage in the field of creative literature and cultural business. Germany has the advantage of small business and craftsmanship. The USA has the advantage of entrepreneurial sprit, economic compensation, and equal opportunities. While these nations have their own strengths, they also have their own weaknesses. Thus the cases of these nations are not simply applicable to Korea. We must be alert to the possibility of unquestioning acceptance of foreign institution. Recreation and application is necessary for Korea. It is important to consider the particularities of Korea properly and throughly. This paper suggests several directions of Korean creative economy. First, the adjustment and liaison among similar or overlapping policies. Second, development of a Korean creative economy model. Third, construction of a creative economy ecosystem. Fourth, an influx of creative peoples, and fifth, recreation and value enhancement.

본 논문은 창조경제를 활용한 지역발전을 모색하기 위한 것이다. 박근혜 정부 들어 창조경제가 화두가 되고 있지만, 초기에 이스라엘, 영국, 독일의 창조경제 사이에서 표류하였고, 아직 가시적인 성과가 나타나지 않고 있다. 어떤 분야에서 어떤 나라에서 최종적결과물인 제도를 토양이 다른 한국에 이식하는 것, 즉 단순한 제도 의 이식은 가능하지않다. 한국에서 창조경제가 제도의 이식을 넘어, 사회적 시스템으로 뿌리를 내리기 위하여 는 한국에 적합한 토착화 과정을 반드시 거쳐야 한다. 본 논문은 1)창조경제의 개념과창조산업의 개념을 고찰 하고, 2)창조경제의 선진 사례로써, 이스라엘, 영국, 독일, 미국을고찰하고, 3)박근혜 정부의 창조경제의 개념 을 고찰하였다. 이를 통하여 우리와 역사와 문화가 다른 나라에서 성공한 창조경제를 지역에서 우리에게 적용할 방향을 모색 하였다. 각각의 창조경제의 선진국들은 자신들의 토양에 맞게 오랜 시간 동안 시행착오를 거치면서 창조경제를 발전시켜 왔고, 장점 뿐만 아니라 단점도가지고 있다. 따라서 이들 국가와 다른 한국의 특수성을 고려하지 않은 무비판적인 외국제도의 수용은 위험하다. 이 논문은 이러한 관점에서 한국적 창조경제의 방향을, 1)유사 /중복 정책의 조정과 연계, 2)한국적 창조경제 모델 개발, 3)창조생태계의 조성, 4)창조인력의 유입, 5)창조적 아이디어의 발굴과 창조산업화, 6)재창조와 활용을 통한 가치 증대로 들었다
