This study analyzes status of the saemaul pilot projects of Gyeongsangbuk-do in progress to seek ways to improve on a basis of three pilot villages. For the research, this firstly examines the basic directions, the strategies, the contents of pilot projects and selecting pilot villages. following it, This paper studies the general status of the Rwanda and social-economic status of the Rwanda pilot villages and analyzed the status of Gihogwe, Mushimba and Kigarama pilots where Gyeongsangbuk-do had built Saemaul pilots villages in there. As a result of analysis, it searched the effect and problems of Saemaul pilot projects. lastly this study discussed solutions to enhance pilot projects of Gyeongsangbuk-do.

본 연구는 경상북도가 추진 중인 새마을 시범마을 조성사업에 대한 개선방안을 모색하기 위해 르완다 3개 시범마을을 기초로 하여 그 현황을 분석하였다. 이를 위해서 본 연구는 우선 경상북도 새마을 시범사업의 기본방향, 시범사업 추진전략, 시범마을 선정과시범사업에 대해 고찰하였다. 다음에는 관련분야에 대한 선행연구 검토, 분석틀을 설정하였으며, 이를 토대로 경상북도가 르완다 지역에 추진 중인 기호궤, 무심바, 키가라마 마을의 시범사업 현황을 분석하였다. 그리고 분석결과를 토대로 시범사업의 문제점과 개선방안을 토의하였다. 문제점으로는 시범사업간 연계성 결여, 지역주민의 사업 수용 및 시행능력 부족, 새마을 리더의 역량 부족 등을 들었고, 개선방안으로는 사업에 대한 경제적성과 전제, 신뢰에 기반을 둔 지역주민과의 지속적인 교류 유지, 역량강화, 새마을 리더와 마을 주민들이 상호 만족하는 결과 도출, 민․관의 협력, 전문인력 파견을 통한 기술자문 등을 제시하였다.
