At the recent increase of social unrest, integrated control center hasbeen established in cooperation with local governments as a crime responsestrategy. Accordingly, it has been very effective in arrestingcriminals as crime prevention CCTV image data and vehicle identificationdata. However, there are still many controversies on the effectof CCTV in preventing or reducing crime and it is a fact that study resultsare being presented stating that its long-term effects isinsufficient. In addition, there is also a controversy of invading privacyfrom the increase in CCTV and there are big differences in the level ofCCTV installation according to the financial independence level of localgovernments. Accordingly, it has caused an imbalance of public orderand security. In fact, there are many police stations that have yet to establishintegrated control center, thereby being unable to play the roleas integrated control tower. In addition, people’s need for safety is notbeing fulfilled due to difficulties in initial investigation resulting fromtechnically low-definition screen. Since the integrated control centercurrently being operated becomes effective when the police responsesquickly unde the 24-hour constant surveillance system by monitoringpersonnel, it can be said that there are still many areas of improvement. Accordingly, this study reviewed the effectiveness of CCTV currently being operated in the front lines based on the arrest results of crimeprevention & vehicle identification purpose CCTV being operated atGunsan Police Station, and presented an improvement plan for the futurefrom technical & operational aspects.

최근 사회적 불안이 증가하면서 경찰에서는 범죄 대응전략으로 각 지방자치단체와 협의하여 통합관제센터를 개소 하였고, 방범용 CCTV 영상자료와 차량 판독용 자료의 공유와 활용으로 범인 검거 효과를 톡톡히 거두고 있다. 그러나 CCTV를 통한 범죄 예방이나 감소 효과에 대해서는 아직 많은 논란이 있으며, 장기적으로 효과가 미흡하다 는 등의 연구 결과도 제기되고 있는 실정이다. 여기에 CCTV의 증가로 사생활 침해 등 논란까지 제기되고 있으며, 지방자치단체의 재정 자립도에 따라 CCTV의 설치 및 기능도 큰 차이를 보이고 있어 치안 서비스의 불균형을 초래 하고 있다. 또한 실제로 아직 통합관제센터가 개소되지 않은 경찰서가 많아 종합적인 컨트롤 타워 역할을 하지 못하고 있으며, 기술적으로도 저화질의 화면으로 초동 수사에 어려움을 겪는 등국민들의 안전 욕구를 충족시키지 못하고 있다. 현재 운용중인 통합관제센터는 모니터링 요원들의 24시간 상시 감시 체제하에서 경찰의대응이 신속하게 이루어졌 을 때 효과를 거두게 되는 만큼 아직도 세부적으로 개선해야 할점이 많다 할 수 있다. 이에 이 연구는 전북 군산 경찰서에서 운영 중인 방범용 CCTV와 차량 판독용 CCTV의실제 사건을 세부 분석하여 범인검거에 대한 효과성과 기술적‧운용적 측면에 대한 문제점을살펴보고 이에 대한 개선방안을 제시하였다. 분석 결과, 기술적 측면의 한계로 저화질의 방범용 CCTV 설치, 지능형 방범 시스템 부재, 방범용 CCTV 설치 지역 의 낮은 조도 및 광공해(Lighting pollution)로 인한 문제, 유지보수의 문제점이 나타났다. 운용상 한계로는 모니터 요원의 비전문성, 통합관제센터의 지자체별 운영으로 광역 범죄 대응력 저하, 경찰 내 CCTV 관련 전문가 부족 등이 분석되었다. 이러한 분석 결과에 따른 개선방안으로 기술개발 측면에서 화질 향상 및 고화질 처리를위한 솔루션 적용, 지능형 방범 시스템 확대, 방범용 CCTV 설치 지역의 조도 향상과 광공해로 인한 문제 해결, 유지 보수 방안 개선을 제시하 였고, 운용 측면에서 모니터 요원의 정규직화 및 전문화, 차량 판독용 CCTV의 일원화 및 완벽한 통합, CCTV 관리 전문가 육성을제안하였다.
