In Korea, as of year 2012, the total number of immigrants in Korea is 1,440,287, taking around 3% of total population. Also, its ratio is increasing annually and based on the population estimation, by 2050, 10% of total population will be foreigners. The increase in immigrants is not only problem of Korea and it is globalization symptom of international immigrants. For the causes of immigration globalization, there are economic cause, demographical cause, and development of globalization and communication. Along with the effect of globalization in the world, in Korea, they are having serious gender imbalance, rapid decrease in birth rate, fast aging phenomenon, and decrease in labor population. Therefore, since late 1980s, the ratio of immigrants in Korea is rising due to the increase in foreign labors and international marriage. The lack of national counterplan for increase of immigrants to Korea is causing many problems. Because Koreans have been living under myth of single-race it has produced prejudice and discrimination towards immigrants. Moreover, national policy which only focuses on initial support for immigrants and intranational marriage women as well as service delivery system of each department provide no comprehensive support to various immigrants, leaving their politic approach only a temporary one. Under this circumstance, in terms of support and efforts for multi-cultural families, not only national institutional support and efforts of civil NGOs but also active participation of local churches are required. Care and active participation of churches for the increasing immigrants is not only needed for missionary perspective but for the social combination as well. This is Diakonia practice of community formation based on love of Christ and equality. In this perspective, Korean churches are aware of the needs of welfare for multi-culture but it is reality that they are just staying behind. The advance to multi-cultural society is a good opportunity for Korean churches to deliver the Gospel to those immigrants. Therefore, Korean churches shall consider Korean including immigrants as part of missionary work and think of how to approach them from missionary perspective. As a result, this research looks into current status of Korean society entering into multi-cultural society and discusses necessity of multi-culture ministry from biblical side and status of church in Korea and church’s counterplan for multi-culture in terms of missionary, educational, and pastoral perspectives.

한국은 2012년 현재 국내 총 이주민이 1,440,287명으로 전체 인구의 3%에 해당되며 그 비율을 해마다 증가하 여 인구추계에 의하면 2050년에는 전체 인구의 10%의 외국인이 거주할 것으로 내다보고 있다. 이러한 이주자 의 증가는 한국 국내의 문제만은 아니며, 국제이주의 세계화 현상이다. 이주의 국제화 현상의 배경은 크게 경 제적 원인, 인구학적 원인, 국제화와 커뮤니케이션의 발달을 꼽을 수 있다. 이러한 국제적인 세계화의 영향과 더불어 우리나라는 내부적으로 급속한 최저 출산율과 급속한 고령화 현상, 그리고 노동인구의 감소와 극심한 성비불균형으로 인해 1980년대 말부터 외국인 근로자의 증가와 더불어 국 제결혼의 증가 등으로 국내 이주자민의 비율이 갈수록 증가하고 있다. 이주자의 양적 증가는 유입국과 이주 자 사이에 필연적으로 발생할 수 밖에 없는 가치의 변화와 수용, 그리고 적응과정에서 요구되는 사회적 비용 을 필요로 하고 있다. 그럼에도 이주자 유입에 대한 국가적 대응 전략은 자국민 보호와 국가경제발전에 초점 을 두고 있어 이들에 대한 차별은 구조화되어 사회적으로 다양한 문제를 양산하고 있다. 특히 이주자 대상의 지원정책은 이주자의 10%에 해당하는 결혼 이주여성의 초기 적응에 초점을 두고 있어 이주노동자, 유학생, 북한이탈주민 등 다양한 이주자들에 대한 종합적 지원책을 마련하고 있지 못하고, 분절적 임시방편의 미봉책 에 머무르고 있다. 이주자의 양적 증가와 함께 국가적 차원의 지원의 부족으로 인한 다양한 사회 문제가 야기되는 상황에서 이 주자들이 지역사회 안에 뿌리를 내리고 더불어 살아가기 위해서는 이들에 대한 지원과 노력이 국가에 의한 제도적 지원과 민간 NGO 단체의 노력 외에도 지역사회 내 교회의 적극적인 참여를 필요로 한다. 증가하는 이 주자들에 대한 교회의 관심과 적극적인 개입은 선교적 차원에서 뿐 아니라, 사회통합의 측면에서 매우 절실 한 분야이다. 이는 그리스도의 사랑, 평등에 기초한 공동체 형성의 디아코니아적 실천이다. 한국교회는 다문 화 복지 필요성에 대해 인식하고 있으면서도 정작 현실적인 대안 없이 뒷짐을 지고 있는 것이 오늘의 현실이 다. 다문화 사회로의 진입은 한국교회의 선교적 차원에서 한국에 들어온 이주민들에게 복음을 전할 수 있는 기회이다. 한국교회는 내국인을 포함한 이주자를 선교의 현장으로 인식하고 이들에게 선교적으로 어떻게 접 근할 것인가 고민해야 할 것이다. 이에 본 연구에서는 한국의 다문화사회로의 진입 현황을 구체적으로 살펴 보고, 성경적 차원에서의 다문화 사역의 필요성과 교회 현황, 그리고 선교적, 교육적, 목회적 차원에서의 교회 의 다문화 대응 방안에 대해 논의하고자 한다.
