This paper aims to clarify some aspects of the political communication between the Duke of Burgundy and the town of Mechelen, specifically concerning religion. It particularly addresses jubilee indulgences, which had been granted to pilgrims to Rome in the Holy Jubilee Year. As of the late fourteenth century, these became obtainable for an extended period in some local European towns other than Rome. Consequently, in the Burgundian Low Countries, the town of Mechelen was transformed into the capital of penance, or a ‘little Rome’, after the Holy Jubilee Year of 1450. However, in order to obtain the privilege of making itself a holy place of Jubilee, the town had to negotiate not only with the Papacy but also with the Duke as lay ruler. Indeed, such lay princes often took a strong initiative in this process of negotiation. A careful examination of this subject will reveal how both the town government and the Duke tried to enhance their authority amongst the citizens through this religious event as well as how seriously they communicated with each other regarding urban, political, and religious matters. This ‘civic religion’, which the town took advantage of in order to control their urban world, was closely connected with the ducal religious policy of consolidating his power in the Burgundian Low Countries during this period.
