The purpose of this study is to examine military personnel's welfare needs and thecurrent status of barracks life counselors management, to discover the meaning in theexperiences of barracks life counselors who currently perform limited roles in militarysocial welfare, and finally to explore practical solutions for military social welfareprograms and policy alternatives that can provide integrated military social welfareservices. Both quantitative and qualitative studies were conducted for this purpose. For the present study, from June to July of 2012, a survey was conducted with roughly300 members of the armed forces and 8 barracks life counselors were interviewed, leadingto the following results. The study finds that counseling and welfare experts, who canoffer professional responses to both personal and professional needs via counseling, casemanaging and securing of external resources, should be made available. The study alsoanalyzes the challenges and practical limitations that barracks life counselors face inperforming social welfare tasks, thereby laying down an empirical foundation for amilitary social worker system that can provide efficient welfare services. Accordingly, improvements are to be sought in the selection and management ofbarracks life counselors in the following areas: assignment of military social workers;establishment of support system customized for each recipient group; localized operationof military welfare centers; and the realization of independent military social serviceprograms such as the MMAA(Military Mutual Aid Association).

본 연구는 군인의 복지욕구와 병영생활전문상담관 제도에 대한 실태를 조사하고 현재 군사회복지 업무를 제한적으로 수행하는 위치에 있는 병영생활전문상담관이 겪는 경험 안에서의 의미를 발견하여 통합적인 군사회복지서비스를 제공할 수 있는 군사회복지 실천방안과 정책적 대안을 모색하고자 양적연구와 질적 연구를 병행하여 연구하였다.
본 연구는 2012년 6월부터 7월까지 군인 약 300명을 대상으로 설문조사를 실시하고 병영생활전문상담관8명을 대상으로 인터뷰를 실시하여 다음과 같은 결과를 도출하였다. 군인의 복지욕구를 해결하기 위해서는상담과 사례관리, 외부전문자원 연결 등을 통해 전문적으로 조치할 수 있는 상담 및 복지전문가의 배치가필요한 것으로 나타났으며, 병영생활전문상담관의 군사회복지 수행의 어려움과 현실적 제약 등을 분석하여효율적인 군사회복지를 실천할 수 있는 군사회복지사제도 도입의 근거를 마련하였다. 따라서, 효율적인 사회복지 실천방안으로 사회복지사 배치, 수혜대상별 맞춤형 지원시스템 구축, 군지원복지관 운영, 군인공제회 등의 군 자체 사회복지실천 노력, 병영생활전문상담관 선발 및 운영의 개선이 모색되어야 할 것이다.
