Social capital in the sustainable growth and prosperity of any community is an important factor. But according to many researches, it has been reported the lack of social capital in Korean urban area. If we acceoted that communities with affluent social capital have a higher likelihood of sustainable growth and prosperity, it is very important policy problem to overcome the lack of social capital. According to many researches, local government and local NGO have some capacity to generate and accumulating social capital. In this context, this article reviewed the possibility of accumulating social capital and raising policy acceptability through public-private partnership program. This article reviewed 'Green Village Program' which Cheongju City and local environmental NGO have propelled for 3 years as a private-public partnership program. According to the results of analysis, it is possible to generate and accumulate social capital and to raise policy acceptability through cooperative policy driving between local government and local NGO.

사회적 자본은 공동체의 지속가능한 성장과 번영에 매우 중요하다. 현재 우리나라 도시지역의 사회적 자본 수준은 낮은 것으로 보고되고 있다. 사회적 자본이 풍부한 공동체가 지속가능한 성장과 발전을 한다는 점을 수용한다면, 사회적 자본이 낮다는 것은 해결해야 할 중요한 정책문제가 된다. 많은 연구들에 따르면, 사회적 자본을 형성하는데 지방정부와 시민사회단체의 역할이 매우 중요하다. 이러한 맥락에서 본 연구는 청주시와 환경 NGO의 민관협력사업으로 추진되고 있는 초록마을사업을 분석하였다. 지방정부와 지역NGO가 상호 협력하여 추진하고 있는 이 프로그램이 주민들의 일반신뢰와 정부신뢰에 어떠한 영향을 미치며, 그것이 정책수용성에 어떠한 영향을 미치는지 검토하였다. 분석 결과, 지방정부와 NGO가 협력하여 타당하고 좋은 목적의 정책을 추진할 경우, 사회적 자본을 형성하고 정책수용성을 높이는 것에 기여하는 것을 확인하였다.
