The law of national land use plan is regarded as an important issue related to all the people as well as the significant policies of nation. With this law, the nation should establish the national land use plan for the people under the second clause of Article 120, 122, and 123 of the Constitution. As our life and living foundation is based on this establishment of this plan, the long-term and efficient national land use plan should be made and implemented. It is necessary for this law to have comprehensive and systematic ways with lands, roads, harbors, transportation and so on. The nation attempts to have opportunities to develop the capital region and the provinces with comprehensive national territorial plans and economic development plan. The efforts of local governments and lawmakers are needed for making the best of regional characteristics to maximize the potential of growth of all national lands for job security as well as competitive local development. In other words, the law of national land use plan and policies should be improved by legislators' duty to observe the law and make it better for the people.

국토이용계획법제는 국가의 중요한 정책만이 아니라 국민전체와 관련되어진 중 요한 사안이라고 할 수 있다. 이러한 국토이용계획법제에 관련하여 헌법 제120조 제2항과 제122조 그리고 제123조 제2항에 의해 국가는 국민을 위한 국토이용계획 을 수립하여야 한다. 이러한 국토이용계획의 수립은 국민 생활의 기반이고 삶의 터 전이기 때문에 단기적인 목적이 아닌 장기적이고 효율적인 국토이용계획이 수립․ 시행되어야 한다. 이러한 국토이용계획법제들은 토지와, 도로, 항만, 교통 등과 함께 종합적이고 체 계적인 방안이 필요하다. 이에 따라 국가는 국토종합계획과 경제개발계획을 함께 수립함으로써 수도권과 지방이 함께 발전할 수 있는 계기를 마련하려고 한다. 이와 함께 일자리 보장과 경쟁력 있는 지역발전을 위해 전 국토의 모든 지역을 성장 잠 재력의 극대화 할 수 있도록 지역적 특색을 개발할 수 있는 지자체의 노력과 입법 자의 노력이 필요하다. 즉 국가의 국토정책이 실속 있게 발전하기 위하여 입법자의 법률관찰의무와 법률개선의무를 통해 국토이용계획법제들과 정책을 개선하여야 한다.
