This study is trying to explore the public role of the Churchin local society as the practice of the public theology. Thetheory of secularization has predicted that the religion wouldbe confined to the private sphere, but now it faces a new phasein the post-secular society. We can see the revival of religionthroughout the world, and it is regarded as an importantfactor for cultural transformation even in the western societyreflecting over the modern dualistic worldview. Moreover insituation of the communal value of initial western welfarestates has been weaken by the challenge of neo-liberalismseeking out individual freedom and material wealth, it is takenfor granted to request the public role of religion for socialsafety net. Public Theology tries to participate in the forming processSung Suk Whan went to the Yonsei University(B.A.) and had got theTh.D. from the Presbyterian University and Theological Seminary. He is interested in the theological cultural hermeneutics and the localcommunity building-up. 271Sung Suk Whan The study on the practice of Public Theology for the cultural welfare of Local Communityof public discourse and wants Church to seat on the round table for discussing every social issues based on christian values in pluralistic civil society of the 21st century. Sebatian Kim insists on the fundamental publicness of theology, and Duncan Forrester argues public theology has to accept the external standard that is recognized in the public sphere. Location of the public theology has to be not inside the church but in the public sphere where we have to persuade and understand others for communication. For this reason, the western theologians argue that public theology has to contribute to transform the western culture. It means that the publicness of theology should be practiced so as to promote the common good of civil society. This study claims the local churches are to do local mission for improving the cultural quality of life by expanding the ‘social capital’, if they want to focus on the common good of civil society. If public theologian is willing to take part in civil society for dialogue, the local society should be the public sphere for local churches. The right to personal happiness and self-government, and building up the local identity for themselves could be the direction of cultural transformation for local churches’ missional practice. So the dedication to enlargement of the cultural solidarity of local community is a task of public theology of Korean Church. I hope Korean Church could overcome the socio-cultural and missional crisis now facing by doing the public theology in their own local society.

본 연구는 공공신학의 실천으로서 교회가 지역사회에서 감당해야 할공적 역할을 탐구하고자 한다. 세속화 이론은 종교 가 사적인 영역에 국한되어 있을 것이라고 예견하였으나 후기세속사회에서 종교는 새로운 국면을 맞이하고 있다. 세계 곳곳에서 종교가 부흥하고 있으며, 근대주의의 이분법적 세계관을 반성한 서구에서도 종교가 문화변혁의 중요한 요소 로 간주되고 있는 분위기이다. 더구나 서구사회에서 초기에 견지했던 복지국가의 공동체적 가치들이 개인의 자유와 물 질적 부를 추구하는 신자유주의의도전 앞에 사회적 연대감은 저하되고 사회적 안전망은 약해진 상황에서 종교의 공적 역할에 대한 윤리적 요청은 당연한 것이었다. 공공신학은 21세기의 다원적 시민사회에서 공적 담론 형성에 참여하고 사회의 모든 사안에 대해 기독교적 가치를 토대 로 대화하려는 것이다. 김창환은 신학의 본질적 공공성을 주장하고 포레스터는 공공신학이 공적영역에서 인정되는 외부의 기준을 수용할 것조 차 주문한다. 신학의 자리는교회 안이 아니라 다른 이들을 설득하고 이해할 수 있는 공론장이어야 한다. 이런 이유에서 서구의 신학자들은 공공신학이 서구사회의 문화변혁에기여할 수 있어야 한다고 주장한다. 그것은 신학의 공공성이 시 민사회의공공선을 증진시키도록 실천되어야 함을 의미한다. 본 연구는 시민사회의 공공선을 추구하려면 교회로서는 지역사회에‘사회적 자본’을 확대하여 사람들의 문화적 삶의 질 을 향상시키는 지역선교를 전개해야 한다고 주장한다. 공공신학이 시민사회를 대화상대로 여긴다면, 교회들의 공적 영 역은 지역사회가 되어야 한다. 개인의 행복과 자치적 권리를 보장받고 지역주민 스스로 지역의 정체성을 세워 나가는 문화변혁적 방향으로 지역교회의 선교적 패러다임이 변화되어야 한다. 지역사회의 문화적 공동체성을 증진시키고 관계 망 중심의 문화적 유대감을 확장하성석환 지역공동체의 문화복지를 위한 공공신학의 실천적 연구 243는 일에 교회가 헌신하는 것이 한국적 공공신학의 실천이 될 것이다. 그래서 한국교회가 지금 직면하고 있는 사회문화적이고도 선교적 인 위기를 극복하기를 기대한다.
