This paper aims to describe the systems of social enterprise currently operating in Korea and to identify main policy issues to be addressed from policy point of view; to examine the problems and difficulties underlying the operation and implementation of these systems; and to suggest some measures of addressing these problems, given the understanding that they are likely to manifest themselves both now and in the near future. To this end, we examine the existing system of social enterprise in Korea using interviews and content analysis, and then put forward some policy suggestions whereby policy-makers and practitioners in Korea may be able to bring about improvements

이 논문은 경제적 빈곤자 및 사회적 약자들에 대한 직업 기회를 제공하기 위하여 현재 한국에서 시행중인 사회적 기업제도를 기술하고, 운영과 집행과정에서 안고 있는 문제점과 어려운 점들을 검토하며, 이러한 문제들을 해결 할 수 있는 수단들을 제시하고자 하는데 목표를 두고 있다. 이를 위하여, 인터뷰와 내용분석 등의 방법을 이용하여, 한국의 기존 사회적 기업제도를 검토하며, 향후 한국의 정책결정가들이나 실무자들이 사회적 기업의 정책개선을 가져올 수 있도록 정책 제안을 하고자 한다.
