The main objective of this study is to investigate factors of political, economic, social, populational․ statistical variables influencing on social welfare expenditure. As a result that model hypotheses were tested based on a T value(absolute value of more than 1.96) at significance level of 0.05. We analyzed the data(1990 -2011) by multi regression analysis. The propensity of government has positive effect social welfare expenditures , while economic growth rate, aged - child ratio has negative effect social welfare expenditures. Otherwise unemployment rate, the rate of labour union was not significant, and the of relation was corresponded with the hypotheses. Structure -functional theory or, the institutional theory is applied to the determinants of social welfare expenditures. This study is very significant in that the researcher proposed an empirical model of the factors of political, economic, social, populational․statistical variables influencing on social welfare expenditures, which have not been greatly studied in theoretical empirical aspects till now, and in that the researcher also proposed an improvement plan through analyses of social welfare expenditures.

본 연구에서는 사회복지지출에 영향을 미칠 것이라고 생각하는 변수를 추출하고 경험적 분석을 통해 영향변수를 분석한다. 사회복지지출에 영향을 미치는 것으로 추정되는 정치, 경제, 사회, 인구 통계적 요인을 이론과 선행연구를 통해 검토한다. 영향요인에서 첫째, 정부의 성향에서 진보에 해당하는 김대중 정부·노무현 정부에 비하여 보수정부인 노태우·김영삼·이명박 정부는 사회복지지출에 정의 영향을 미치는 것으로 나타났다. 둘째, 경제성장률은 사회복지지출증감률에 부의 영향을 미치는 것으로 나타난 반면 실업률은 유의미하지 않다. 셋째, 노동조합조직률은 유의미하지 않았다. 끝으로 노령화 지수는 사회복지지출증감률에 부의 영향을 미치고 영향력에서 가장 강하게 나타났다. 사회복지지출에 영향을 미치는 이론 중에서 구조기능주의, 다원주의, 신제도주의 등에서 재 각기 언급하는 인구고령화 요인이 사회복지지출에 강력한 영향을 미친다는 것은 고령사회로 빠르게 진입하는 우리나라의 경우에 시사 하는바가 크다. 본 연구에서 공공지출과 법정민간지출의 합인 사회복지지출을 분석 하였는데, 향후 공공지출, 법정민간지출, 자발적 민간지출의 성격을 밝히고 각각의 영향을 미치는 요인을 분석할 필요성을 암시한다.
