The Purpose of this study is that find the problem of political party recommendation and improvement way that is appearing in local election. To do this, we examine two viewpoints which enclose foreign countries example connected with political party public recommendation, and divide to controversial point since election process and election impact problem of political party public recommendation. Problems of that election process divides irrationality, central party subordination of local election, and limitation of citizens option on public recommendation process. Problems of that election impact of embodiment could know that repletion need in reply being indicated do inefficiency of local administration, restraint function of check local government by the assembly, responsibility failure and so on after election. Regionalization of political party and regional political party permission, specification of political party public recommendation standard, public recommendation by the alternative for these troubleshooting. And we presented separation of wide area election, civic group's candidate recommendation system.

본 연구의 목적은 우리나라 지방선거 특히 기초자치단체장과 기초의원 선거에서 나타나고 있는 정당공천제의 문제점과 개선방안을 파악하는데 있다. 이를 위해 정당공천제와 관련된 해외사례 및 정당공천제를 둘러싼 두 가지 관점을 살펴보고 나아가 정당공천제의 문제점을 선거과정상과 선거 이후의 문제점으로 구분하여 정리하 였다. 분석결과 선거과정상에는 공천과정상의 비리, 지방선거의 중앙예속화, 시민선택권 제한 등의 문제점이 파악 되었으며, 선거 이후에는 지방행정의 비효율성, 의회의 집행부 견제기능 약화, 책임정치 구현의 실패 등의 문 제점이 지적되어 이에 대한 보완이 필요함을 알 수 있었다. 이러한 문제해결을 위한 대안으로 정당의 지방분 권화 및 지역정당의 허용, 정당공천기준의 명확화, 공천기구의 상설화, 정당참여의 차등적용 및 기초・광역선 거의 분리, 주민추천제도 또는 시민단체의 후보자 추천제도 등을 제시하였다.
