The overall purpose of the research is to analysis the current state of progress about the local government‘s multicultural policy focusing on foreigner policy basic plan and to suggest the improvement task based on the results. The major findings of this study were as follows;First, the diversity in local government‘s multicultural services are needed. Second, the policies and services that are based on the regional character need to be provided. Third, the improvement of the centeral government and the local government's multicultural policy progress system is needed. Fourth, responsible ministries and human resource expansion for the local government's multicultural policy is needed. Most of the local government's response ability about changing paradigm is low because they aware multicultural just as a welfare. Therefore, the awareness about the multicultural need to be broaden and there should be local government public administration system with synthesis approach in different dimensions.

본 연구는 외국인정책 기본계획을 중심으로 지방자치단체의 다문화 정책 추진 현황을 분석하고 그 결과를 통해 지방자치단체의 다문화 정책 추진의 개선과제를 제시하는데 목적이 있다. 본 연구결과 지방자치단체 다문화정책 추진 상의 문제점 및 개선과제는 다음과 같다. 첫째, 지방자치단체 다문화 사업 추진의 다양성이 필요하다. 둘째, 지역적 특성에 기반한 정책 및 서비스가 제공되어야 한다. 셋째, 중앙정부와 지방자치단체의 다문화 정책 추진체계의 개선이 필요하다. 넷째, 지방자치단체의 다문화 정책 추진을 위한 전담부서 설치와 인력확충이 필요하다. 이와 함께 다문화라는 현상에 대해 대부분의 지자체에서는 복지적 대상으로서만 인식하는 경우가 많아 변화하는 패러다임에 대한 대응력이 낮다. 따라서 다문화에 대한 인식의 폭을 넓히고 보다 다양한 차원에서 종합적으로 접근할 수 있는 지방자치단체의 행정체계가 구축될 필요가 있다.
