It is inevitable to expand supplies of public facilities to meet residents’ demand of services. As a result, it is important to manage public facilities efficiently in order to solve the downhill problems of local finance. In this context, this study measures the relative efficiency to the public facilities in the A metropolitan government, figures the problems of the public facilities, and suggests managerial alternatives to improve efficiency in the area of both organizational management and the types of management. According to the results of DEA analysis, the efficiency of public facilities is relatively low, and to improve the efficiency, it is important to manage public facilities efficiently in terms of optimal size from the perspective of inputs and outputs. The results shows technical inefficiency as the case of inefficiency of public facilities. In order to solve the problems of public facilities in A metropolitan government, such indirect management types as local public enterprise or contracting-out can be considered as the types of management of public facilities instead of direct management by A metropolitan government. In addition, it can be considered to select possible areas of public facilities to introduce business self-financing based on the analysis of publicness and profitability.

지역주민의 서비스 요구충족을 위한 공공시설의 공급확대가 불가피해지면서, 이로 인한 재정부담과 적자운영 으로 인한 지방재정의 악화 문제를 해결하기 위해, 공공시설의 효율적 관리에 대한 관심은 지속적으로 높아지 고 있다. 이 연구는 A광역자치단체의 주요 공공시설을 대상으로 하여, 개별 공공시설의 상대적 효율성을 측정하고, 문 제점을 파악하며, 운영적 관점에서의 조직관리와 구조적 관점에서의 경영형태라는 두 가지 관점에서 효율성 증진을 위한 관리방안을 제시하고자 하였다. 34개 시설에 대한 DEA 분석결과, 공공시설들의 효율성은 상대적으로 낮게 나타나, 효율성의 향상을 위해 투 입과 산출에 대한 적정규모의 관리가 필요한 것으로 나타났으며, 비효율의 원인은 기술적 비효율이 큰 것으로 나타났다. 유형별로 살펴보면, 문화기반시설의 경우 B미술관을, 체육시설의 경우 월드컵경기장을, 녹지공간시설의 경우 수목원을 준거집단으로 하여 관리행태를 벤치마팅할 필요가 있으며, 인재개발원의 경우 종합적으로 효율성이 낮은 것으로 나타나 정책적 대응이 필요하다. 경영형태 측면에서는 대부분의 유형에서 공단형태 또는 민간위탁의 간접관리방식의 도입을 고려해 볼 필요가 있는 것으로 나타났으며, 이때 개별사업이 지닌 공공성과 기업성 분석을 통해 일정 정도 독립채산이 가능한 분야를 선정하는 것이 바람직할 것이다.
