Recently, the Saemaul Movement has emerged as a highly recommended model forthe future ODA(Offical Development Assistance). But until now, there has been noclear eligibility criteria to classify some of the already existing ruraldevelopment-related ODA as the Saemaul Movement ODA. This study aims to find away to develop the Saemaul Movement in use for ODA undertaking. First, we reviewand analyze most of rural development-related ODA that Korea has conducted so far.
Unlike the already existing ODA, the Saemaul Movement ODA is to financially andtechnically support villagers, particularly within rural communities, who are in processof self-reliance with strong willingness to escape from the absolute poverty. Thisstudy concludes that the Samaul Movement ODA should consist of "awarenesstraining", "technical training", and "income-genetic project" to fulfill the basicnecessary conditions. At the same time, it is strongly advisable that the Gyeongbukprovincial government must go through an official procedure for receiving globalrecognition of the "Saemaul Movement ODA".

최근 새마을운동은 공적개발원조(ODA) 사업의 새로운 모델로 부상하여 왔다. 그러나지금까지 새마을운동 ODA사업에 대한 분명한 기준이 없어 어떤 ODA사업들을 새마을운동 ODA사업으로 분류해야 하는지에 대한 어려움이 있어온 것이 사실이다. 따라서 본 연구에서는 새마을운동 ODA사업의 기준을 마련하고 아울러 새마을운동을 ODA사업화 할수 있는 방안을 모색하였다. 이를 위해 본 연구에서는 우리나라가 그동안 수행해온 농업발전관련 ODA사업들을 검토하고 분석하였다. 그런데 지금까지 우리나라가 새마을운동ODA사업이라고 추진해온 사업들 중에는 새마을운동의 특징을 반영하고 있지 못한 ODA사업들이 상당수였다. 따라서 본 연구에서는 의식훈련, 기술훈련 그리고 소득증대 프로젝트로 구성되는 새마을운동 ODA사업 기본모형을 제시하고, 이러한 모형이 ODA사업으로실행될 수 있기 위해 추진해야 하는 방안 및 절차에 대해 제안하고 있다.
