This study aims to empirically analyze urban-to-rural migrants’specific charactersand welfare needs, and seek the policies for their settlement and the development ofrural welfare. For this purpose, firstly, the study discusses the theoretical aspects ofthe urban-to-rural migrants’ specific characters and the support system for them. Secondly, the analytical framework is formulated based on two levels of urban-to-ruralMigrants’ specific characters and welfare needs. Thirdly, this study uses the followingmethods: 1) document research, 2) survey research 3) key informant interview withurban-to-rural migrants and relevant public servants, 4) the case study as toGyeongsangbuk-do. The major findings of this study could be summarized as the followings; Firstly, Incase of urban-to-rural Migrants’specific characters, the types of I-turn, especially incase of poor base of farming, need the direction of welfare policy for the urban-to-ruralmigrants’settlement. Secondly, In case of welfare needs, urban-to-rural migrants need nonfarm income,the repair of a house, leisure and culture program, preparation for their old age. Finally, the direction of their welfare policies is explored for the urban-to-ruralmigrants’ settlement and the development of rural welfare.

본 연구는 경상북도 귀농인의 특성과 복지욕구를 구체적으로 파악하여, 이들의 정착및 농촌복지 발전을 위한 정책방안을 모색하는데 목적이 있다. 이를 위해 첫째, 귀농의특성과 귀농지원체계의 이론적 측면에 대해 논의하였다. 둘째, 이를 토대로 귀농인 특성과 복지욕구의 두 가지 분석수준을 기반으로 분석틀을 설정하였다. 셋째, 분석방법으로는정부자료이용, 설문조사, 면접조사를 실시하였다. 분석결과, 첫째, 귀농인의 특성에서는도시출신 귀농인(I턴형) 특히 영농기반이 열악한 도시출신 귀농인을 대상으로 농촌생활에안정적으로 정착할 수 있는 복지정책 방안이 필요하였다. 둘째, 복지욕구에서는 농업 외소득 향상, 전문적 집수리 지원, 여가․문화프로그램 개발, 귀농인의 노후준비 등이 필요한 것으로 분석되었다. 이러한 결과를 바탕으로 귀농인의 정착 및 농촌복지 발전을 위한정책적 제언을 하였다.
