This study investigates the evaluation for teacher’s performance-based payment. The evaluation performed in a total of 62 schools, 2 elementary schools and 2 secondary schools in each city and province, were randomly sampled and analyzed. The criteria of evaluation areas, contents, methods and evaluators were utilized, and the effective weight was considered. The followings are main findings of this study. First, among areas of teacher’s performance, administrative duties were considered the most. Second, the difficulty and time spent for the work, as the input, were included rather than the output. Third, the evaluation was conducted based on the objective data. Fourth, the criteria for subjective evaluation were not clear. Teacher’s performance-based payment might have a positive effect on resolving teacher’s complaints. However, it showed a limitation on improving the educational performance or teacher’s efforts, and it could drive teachers to focus on administrative duties, rather than professional development.

이 연구는 교원 성과상여금 지급을 위한 교사 평가의 특징을 분석하는 것을 목적으로 한다. 이를 위해 시·도별 초등 2개교, 중등 2개교씩 총 64개교를 표집하여 각 학교에서 적용하고 있는 평가 지표를 평가영역, 평가 내용, 평가 방법, 평가자별로 구분하여 특징을 살펴보았다. 분석은 실질 반영 비율을 산출하여 활용하였으며, 주요 분석결과는 다음과 같다. 첫째, 영역면에서 담당 업무의 평가 반영 비율이 가장 높았다. 둘째, 내용면에서는 과정적 노력과 성과보다 투입차원의 직무량과 곤란도를 중심으로 평가가 이루어진다. 셋째, 평가 방법면에서는 주관적 평가보다 객관적 자료를 바탕으로 평가한다. 넷째, 주관적 평가의 경우 무엇을 평가하는지 기준이 명확하지 않다. 이러한 형태의 성과급은 평가의 객관성을 보장할 수 있으며, 업무량 차이에 따른 교사의 불만을 해소하는데 긍정적인 기능을 할 수 있다. 그러나 교육의 성과를 높이거나 과정적 노력을 이끌어내기에는 한계가 있으며, 무엇보다 교사가 수업개선과 전문성 개발에 집중하기보다 행정업무에 더 집중하게 하는 위험성을 가지고 있다.
