In September 2012, APEC Summit Meeting was held in Vladivostok. The Russian Federation improved the infrastructure of the far eastern area rapidly due to the investment of lots of capitals and efforts. Taking the opportunity of APEC Summit Meeting which was held relatively smooth, the far eastern Russia is expected to enhance the cooperation with the Asia-Pacific countries more in the future. In this paper, we intend to analyze the economic policy for the far eastern areas by the Russian Federation and the status of the major development project for the far eastern area of Russia since the venue for the 2012 APEC Summit Meeting was determined. In addition, through the analysis and evaluation for the major result of the Meeting which were determined in the 2012 APEC Summit Meeting in Vladivostok, we intend to estimate the prospective of cooperation between Korea and Russia in the future. Especially, as the new government started at the similar period in both countries, the new northward policy of Korea and the development policy for the far east area of Russia are evaluated as the win-win policy with each other. Especially, besides gas pipe line business and the railroad connection business which are the common interests of both countries, recently a lot of cooperations in the new area such as the North Pole Route are expected. Accordingly, we intend to suggest the policy plan for the cooperation prospective in various areas between Korea and Russia after the APEC Summit Meeting.

러시아 변방인 블라디보스톡에서 세계적 규모의 APEC 정상회의를 2012년 개최하였다. 세계적인 수준의 정상회담을 위하여 러시아 정부는 막대한 자금을 투입하여 정상회담을 준비하였고, 이 지 역의 각 분야의 인프라 구축은 급속도록 향상되었다. 러시아 극동지역에서 개최된 세계적 수준의 APEC 정상회담을 계기로 향후 러시아 극동지역은 특 히 아태지역 국가들과 더욱 경제협력이 강화될 것으로 예상된다. 이 논고에서는 APEC 개최지가 결정되고 난 이후 이 지역의 개발현황과 러시아 연방정부의 중장기 다양한 극동개발 정책들을 분 석하고, 2012년 블라디보스톡 APEC 회담에서 결정된 주요 회의결과와 평가를 도출해 본다. 특히 2013년은 양국이 모두 새로운 정부가 출범하게 되어 신 북방정책이 펼쳐지게 될 것으로 전망 되며, 전통의 양국의 관심사인 가스관사업, 철도사업 뿐만 아니라 북극항로 등 새로운 분야에서도 많은 협력이 기대되고 있어 향후 정부차원의 더욱 세심한 정책과 지원을 필요로 하고 있어 이에 대 한 대안도 제시해 보고자 한다.
