The purpose of this study is to analyze the operating realities and the outcome of the rural schools in Kangwon-do. Focusing research problems are : First, How are the operating realities of rural schools? Second, What is the outcome of the operation? Third, What is participants' recognition of the operating realities? For this study, records are referenced and analyzed. Also, survey conducted. Based on this analysis, We might conclude that : The program which intends to build up rural schools is not effective. The academic achievement of rural schools has not improved. This policy has not created a successful model which can help students and parents return from cities. There are few differences in the categories of rural schools.

강원도교육청 ‘전원학교’ 운영실태와 성과를 분석하였다. 연구문제: 1) 전원학교 운영 실태는? 2) 성과는 어떤가? 3) 운영에 대한 교육당사자들의 인식은? 연구결과는 강원도의 경우 1) 전원학교 재정은 유형별로 시설비･프로그램운영비에 투자되었다. 3) 초등학생 학업성취도는 전반적으로 하락, 중학생은 일부 향상되었다. 4) 학생수와 지역상주인구수는 줄었다. 4) 교육당사자들 인식은 모두 만족이었다. 5) 성과인식 차이는 없었다. 결론은, 전원학교 육성사업이 시설사업 편중, 학업성취도 향상되지 못하였고, 학생이 돌아오는 농산어촌 성공모델 창출하지 못하였고, 유형별 차이 없었다. 이 연구결과는 정책적으로 2단계 사업의 유형별 지원 효과, 사업 중간평가, 전략 수정 가능성 등을 비판적 검토 필요성 제기하고 있다. 학문적으로는 ‘이명박정부’가 소규모학교 정책관점 전환 없이 사업 추진한 정치적･정책적 맥락･배경, 정책 시행의 이유와 근거 등에 대한 규명작업이 필요하다.
