The purpose of this study is to review the core argument of regional development theories for groping for new theoretical discourse and policy alternatives of regional development and balanced growth, and to present another theoretical approach for regional development in dimension of political science. Actually, the past theories and strategy for regional development were only discussed in dimension of policy management passing over the role and function of local politics. However, almost of these arguments and strategies did not succeed because that these did not understood the importance of local politics, which can tied up decentralization of power between central government and local government, socio-cultural identity of region, participation for citizen autonomy, and outside and inside network in the region, etc. According to this reason, this study emphasized political approach for regional development and balanced growth, and proposed experimentally the activation of profound discussion about local politics and political approach of political science.

이 연구는 지역발전과 균형성장을 위한 이론적 담론과 정책적 대안을 모색하기 위해 기존 연구에서 논의되었던 지역발전론의 주요한 논의들을 살펴보고, 정치학적 차원에서 지역발전을 접근하기 위한 이론적 시론(試論)을 제시하였다. 현실적으로 과거 지역발전에 대한 주요 논의나 발전전략은 지방정치의 중요한 기능과 역할을 간과한 채 정책관리 중심적으로 논의되어 왔다. 그러나 이러한 논의들은 대부분 중앙정부와 지방정부 사이의 분권화와 사회․문화적 지역정체성 확립, 지역의 성장 동력과 잠재력 확충, 주민참여, 네트워크 등의 중요성을 논의하면서도 이것을 하나로 묶어 정책으로 추진하는 지방정치의 중요성을 제대로 인식하지 못함으로써 정책적 실효를 거두지 못하였다. 이러한 가운데 이 연구는 지방정치를 중심으로 지역발전과 균형성장을 활성화시킬 수 있는 정치학적 접근방법을 강조하였으며, 이와 관련된 보다 심층적 논의와 사례연구의 활성화를 제언하였다.
