This paper is going to infer the reserves of major mineral resources in North Korea from its external trade process in 2012 and to grope for the possibility of inter-Korean exchange. North Korea has rich mineral reserves (The total of potential value of North Korea’s 16 minerals was 6,586,46 trillion Korean won) but its production is fare below the potential because of insufficient investment in equipments and technological background. To North Korea, the only way out from the impoverishment is to promote inter-Korean economic cooperation. North Korea has rich mineral resources. The development of energy resources will help overcoming North Korea’s energy crises, and mineral resources development utilizing South Korean money, technology and consumption, will gear up North Korean economic development. Joint-development of North Korea’s mineral resources will bring in the economic development of North Korea, and significantly reduce the cost of unification in coming years. Therefore, North Korea should safe return of investment and inter-korean resources development project should be protected from political depute on the principle of the separation of politics and economics.

본 논문은 북한의 주요 지하자원 매장량을 추정하기 위해 2012년도를 기준으로 대외교역과정을 중심으로 실상을 파악하고 남북교류 가능성을 진단해보고자 하였다. 북한은 풍부한 지하자원(주요 광물 16종의 잠재가치는 65,864,626억원 상당)이 매장되어있음에도 불구하고 시설투자 부족, 장비 노후화, 기술낙후, 전력부족 등으로 인하여 생산량은 많지 않은 실정이다. 극심한 경제난에 봉착한 북한경제를 회복시키는 길은 남북경제협력이 주효하다. 남한의 경제력, 기술력, 풍부한 에너지 수요력 등을 바탕으로 북한의 에너지자원을 남북공동으로 개발하고 이용할 필요성이 있다. 북한입장에서는 산업구조 조정효과, 에너지위기 극복과 북한 경제를 회복시키는 원동력이 될 것이며, 남한입장에서는 남한의 에너지 수입대체효과, 북방진출 확대효과가 기대된다. 북한의 자원개발에 대한 남북 공동사업이 구축되면 경제통합의 촉진과 통일분위기 조성 및 한반도 통일비용 절감효과 등에도 기여할 것이다. 그러나 남북간 경제협력이 확대, 지속되기 위해서는 북한의 확실한 신뢰구축, 투자보장 , 정경분리 등의 전제조건이 선결되어야 한다.
