This paper aims at analyzing the debates on ethnic minorities issues among recent Chinese scholars in order to understand how could China maintain its political order under the multi- ethnic situation. By focusing on the terms of nation and ethnic group in China, the authors examine China’s several alternative debates for solving ethnic conflicts between traditional socialistic and Western ideological friction. Focusing on the terms of ‘politicization’ and ‘culturalization’, this paper closely examines how has China tried to establish its scholarly identification. We argue that the debate on the matter of ‘nation’ and ‘ethnic’, in fact, could not be regarded as just academic or ideal argument but as intentional device to design and control China’s policies on nation and ethnic matters. Finally, such tendency of debate in Chinese scholars has some limits in that it is inevitably discord to multicultural coexistence, an universal discourse which widely accepted worldwide.

이 연구는 소수 민족문제를 둘러싸고 가열되고 있는 중국학계 내 사상적 논쟁들을 정리하고 그 논쟁의 실체를 파악하는데 목적이 있다. 이를 위해 전통적 사회주의 이념체계와 서구적 이념체계간의 충돌 속에서 중국이 종족갈등 해결을 위해 어떠한 대안적 논의를 전개했으며, 이러한 논쟁 속에서 학문적 정체성 형성을 위해 어떤 노력들을 전개했는지를 ‘정치화’와 ‘문화화’의 관점을 중심으로 분석한다. 연구자들은 ‘민족’ 등 개념에 관한 중국 민족학계의 논쟁은 단순 학문적, 이념적 차원에서의 원론적 논쟁이 아니며 향후 변화된 민족정책의 큰 틀을 마련하려는 실질적 의도가 내재되었음을 역설한다. 소수민족 문제의 ‘정치화’와 ‘문화화’ 논쟁은 자유주의적 학자와 마르크스주의적 보수학자들 간의 충돌을 반영한 것으로서, 통일적 다민족 국가로 출발한 중국이 종족적 갈등을 극복하고 새로운 다문화 사회의 통합 틀을 마련하기 위한 공론장을 형성한다는 점에서 의의가 크다. 하지만 다양한 소수 문화가 평등하게 인정되는 공생적 다문화 사회로의 경로 선택은 중국의 체제특성과 종족집단의 구조적 특성으로 보아 본질적인 한계를 갖고 있다고 볼 수 있다.
