The purpose of this study is to analyze what factors out of necessary factors for reduction of insurance crime are more important and should be first taken. A questionnaire survey was conducted for the insurance company's special investigators and the insurance crime-exclusive policemen in order to search the priority of factors required for the reduction of insurance crimes and the insurance crime reduction measures through Analytic Hierarchy Process that can measure a quantitative or tangible criteria as ratio scale in such an empirical analysis. To achieve the above purpose, the alternative and criteria suitable for the study were established and the questionnaires were analyzed by using the AHP structure and the Excel 2007 program to evaluate the relative importance of each evaluation factor with the scale with 1~9 and inverse number. In conclusion, this study is intended to suggest the legislation of special law for prevention of insurance crime as the policy alternative among legal‧institutional arrangements by using the mutual comparison method through Analytic Hierarchy Process that presents the policy alternative to reduce the insurance crime, not the insurance criminal exposure-focused study.

본 연구의 핵심적인 목표는 보험범죄 감소를 위해 필요한 요소 중에 어떠한 요소가 더 중요하며, 가장 우선시 되어야 하는 지를 탐색하는 것이다. 이러한 실증 분석에 있어 보험범죄 감소 방안을 정량적 혹은 유형적 기준(quantitative or tangible criteria)을 비율 척도로 측정할 수 있는 계층화분석법(Analytic Hierarchy Process)을 통해 보험범죄 감소에 필요한 요소의 우선순위와 보험범죄 감소 방안을 모색하기 위하여 보험회사 특수조사요원과 보험범죄 전담경찰관 등을 대상으로 설문조 사를 실시하였다. 연구자는 위와 같은 목적을 달성하기 위하여 연구 목적에 맞는 대안과 기준을 설정하고 척도는 1에서 9까지의 수와 이의 역수로써 각 평가요소들의 상대적 중요도를 평가하기 위하여 AHP구조도와 설문조사내용을 Excel 2007 프로그램을 사용 ‧ 분석하였다. 결국, 본 연구는 보험범죄자를 적발하는 연구가 아닌 보험범죄를 감소시키기 위한 정책적 대안을 제시하는 계 층화분석법을 통한 상호 비교법적인 연구를 택하여 보험범죄 감소 방안으 로 법‧제도정비의 유형 중 보험범죄방지를 위한 특별법의 제정을 정책적 대안으로 제시한 연구이다.
