This study was intended to consider the scheme for efficient management ofthe non-urban region in Kangwon-do in order to unplanned development. In keeping withthe regional development project in the non-urban region of cities and counties inKangwon-do since the latter half of the 2000s, the small-scale drip development has beenon the increase. For this reason, the need for management of the non-urban region ismounting in accordance with the future sustainable growth of cities and their fiscal conditions. This study constitutes an investigation into the present situation of the operating realitiesof the non-urban region in Kangwon-do, into the direction of its management through thequestionnaire research of the working-level staff and into the scheme for improving themanagement of the non-urban region. Based on the study results, this study presented the following schemes for prevention ofthe unsustainable development of the non-urban region and for its management: the schemefor improvement of critical infrastructure such as roads, water and sewage infrastructureand the like; the scheme for strengthening its burden; the scheme for controlling thelandscape-/natural environment-centered development of the planned management area; thescheme for induction of the allowable use to prevent the mixed existence of district unitplanning and use; the management scheme and criterion through the allowance of stepwisedevelopment capacity in terms of the securing of developable land, the setting of the growthmanagement zone and urban growth management; and the scheme for complementing thecriterion for subdivision and screening of the non-urban region.

2003년 국토계획법의 제정이후 과거 난개발이 빈번하게 발생하였던 준농림지역과 준도시지역이 용도지역상 관리지역으 로 통합되어 운영되고 있다. 그러나 제도개편과 시행 과정에서 기대하였던 ‘개발과 보전이 조화되는 국토관리체계’를 구축 하려는 목적이 제대로 이루어지지 않고 있다는 평가 들이 이루어지고 있으며, 이와 관련된 연구와 논의들은 토지적성평가 에 치우치고 있어, 관리지역 세분화 이후 운영성과나 결과에 대한 논의의 필요성이 제시되고 있다. 이에 이 연구에서는 관 리 지역 세분화의 결과가 지역에 어떠한 결과를 낳고 문제점을 지니고 있는지를 사례지역을 선정하여 알아보고, 그 개선방 안을 제시하는 것이 목적이다. 이 연구의 내용적 범위는 비도시지역을 중심으로 하며, 공간적 범위는 강원도 18개 시군의 비도 시지역을 대상으로 한다. 연구에 활용된 공간자료는 강원도 통계연보를 기준자료로 사용하였으며, 담당자 면대면 설문조사를 통해 자료를 수집하 였다. 특히 비도시지역 에서의 토지적성평가에 따른 세분화와 이에 따른 문제점을 담당실무자의 설문조사를 통해 조사한 것이 기존의 문헌연구와 제도 적 측면에 국한 되었던 연구들과 차별화될 수 있는 점이다. 2003년에서 2008년 세분화 완료 진행까지 과거 준도시지역과 준농림지역이 변화된 관리지역의 개 발행위는 잠시 주춤하 다 세분화이후 계획관리지역을 대상으로 다시 개발행위 증가 추세하는 추세에 있다. 이에 따라 비도시지역의 점적인 난개 발이 다시 진행될 우려가 다시 발생하고 있다. 분석결과 비도시지역 내 관리목표 제시, 토지이용계획사의 관리방안 제시, 도시관리계획이나 개발 행위지침 등과의 연계 부족 등의 문제점을 나타내는 것으로 나타났다. 이에 대한 개선방향으로는 첫째, 관리지역의 단계적 개발과 관리를 위한 종합적인 대책마련이 필요하다. 둘째, 도시계획차원에 서 관리지역에 대한 관리목표와 개발기준을 명확히 하여, 개발행위 허가의 기준이 될 수 있도록 개 선할 필요가 있다. 셋째, 도시성장관리관점에서 개별개발행위에 대한 방향제시가 필요하다 . 지역실 정에 적합한 관리방안을 수립해야 할 시기에 이 연구의 관리지역을 대상으로 하는 실증적인 분석은 제도의 변화 와 도시의 성장관리에 기여할 수 있을 것이다.
