This paper suggested ‘integral capital’ as an extended concept in the purpose that a trust-building process have to orient the unification. In this context, this paper manipulately redefined ‘social capital’. And, this paper found out the characteristic that the relationship between political and military trust-building is not a parallel, but differential. Also, this paper contended that the political trust-building precedes the military trust-building, as well as they develop gradually through the advanced spill-over. This paper pointed out the increase of diplomatic dillemas and the possibilities of long-term drift in the inter-Korean relationship, in order to make the environments build the political trust. This paper insisted the importance of initial management in the inter-Korean relationship. This paper suggested various alternatives like a reduction of transaction costs, the preparation for the communication, the benefit-sharing through the establishment and practices of the norms and institutions, etc.

이 글은 신뢰프로세스가 남북관계 개선과 진전이라는 당면 목표만이 아니라 통일이라는 궁극 목표를 지향해야 한다는 취지에서 통합자본으로서의 신뢰라는 확장된 개념을 제시하였다. 이를 위해 사회적 자본 으로서의 신뢰 개념을 조작적으로 재정의하였다. 그리고 통합자본의 특성으로 관계적 자본의 성격 보유, 당사자만이 아닌 주변국에 대한 혜택 부여, 통합자본 유지 노력의 필요성, 통합자본 사용에 비례한 총량 증가, 동시교환의 불필요함. 그리고 거래비용 감소 효과를 적시하였다. 또한 이 글은 정치․군사적 신뢰조치 가 동일 단계에서 추진되는 병렬관계가 아니라 선후차의 차등관계를 지닌다는 점을 밝혔다. 그리고 정치 적 신뢰조치가 군사적 신뢰조치에 선행하며, 양자는 나선형의 진화적 파급을 통해 단계적으로 발전한다고 주장하였다. 이 글은 정치적 신뢰형성을 위한 추진환경으로 동북아 국제환경 변화에 따른 한국의 외교적 딜레마 가중 과 남북관계 표류국면의 장기화 가능성을 제시하였다. 미국과 중국 사이의 경쟁과 갈등이 심화되는 상황에 서 한국의 외교적 딜레마가 가중될 것이며, 남북관계 표류국면이 장기화되지 않도록 남북관계의 초기 관리 의 중요성을 지적하였다. 그리고 정치적 신뢰형성 방향으로 단기적 남북관계와 장기적 통일에 소요되는 거 래비용을 감소, 남북한의 원활한 소통 여건 마련, 남북한 사이의 규범과 제도 확립 및 실천을 통한 편익 공유, 북한의 배신(신뢰파기) 가능성을 염두에 둔 정책 추진, 국제협력과의 조화, 정치권의 초당적 협력 기반 조성, 진화적 파급 차원에서의 단계적 추진 등을 제안하였다.
