This paper tries to take diaspora approach to the North Korean refugee problem focusing on their future role. In spite of divided nation situation, the North Korean refugee community is expected to be North Korean version of Korean Diaspora and will contribute to lay the foundation of democratization and economic development of North Korea in the long terms. Besides, if unification of Korean peninsula is achieved, they will take the active part of North Korean reconstruction. After introducing possible three types of North Korean regime change, this paper reviews the corresponding overseas case of Cuba, Vietnam and Germany. As long as muddling through model is maintained, North Korean diaspora's effort for democratization and regime change of North Korea will be continued. But if reform and renovation of North Korean system is accomplished, North Korean diaspora is expected to play the important role for the economic development of North Korea as Vietnamese counterpart shows. Meanwhile if two Koreas are united, North Korean diaspora will face the good chance to realize their ability acquired in their host countries and will be the active part of the new elite in North Korea. In conclusion, this paper stresses that we should put more resources into the effort to develop North Korean refugee's capacity regarding them as man power for interchange and cooperation with North Korea or construction of unified Korea rather than mere object of settlement support and social integration.

이 논문은 향후 기대되는 탈북자의 적극적 역할에 주목하여 디아스포라적 관점을 도입하려 하였다. 단일 민족의 분단 상황이라는 한계가 있지만 장기적으로 볼 때 탈북자 공동체의 존재는 북한판 코리안 디아스포 라가 될 것이며 북한체제가 붕괴하지 않는 한 북한의 민주화와 경제발전을 위해 밑거름이 될 것이고 통일이 이루어진다면 북한재건의 주요한 주체가 될 수 있을 것이라는 예상을 한다. 이러한 맥락에서 3개의 시나리 오를 상정하여 각각 쿠바, 베트남, 독일의 사례를 검토하였다. 현재의 북한 체제가 지속되는 한, 억압과 통제 를 기반으로 한 통치체제의 붕괴와 북한의 민주화를 위한 탈북자 디아스포라의 노력도 지속될 것이다. 그러 나 북한체제의 변화와 함께 개혁․개방이 이루어질 경우, 베트남에서처럼 성공한 탈북자 디아스포라는 북한 의 경제발전에 일정한 역할을 할 수 있을 것으로 기대된다. 다른 한편 통일이 될 경우, 낙후된 북한 사회와 경제의 재건은 통일 한국의 최대 과제가 될 것이며 탈북자 디아스포라는 남한이나 서구 사회에서 습득한 경 험과 역량을 바탕으로 북한 재건을 위해 중요한 역할을 수행하게 될 것이다. 결론적으로 말해서 정부는 탈북 자 문제를 단순히 정착지원과 사회통합의 대상으로만 보지 말고 북한과의 교류협력이나 통일국가 건설을 위한 인적 자원으로 간주하여 그들의 능력발전과 역량강화에 더 많은 자원을 투입해야 할 것이다.
