This study aims to identify promotion strategies of the disclosing system of regional job creation targets. For this purpose we carried out 2 rounds of survey on the system with a panel of 25 experts in Gyeongbuk province who execute the job creation policies or give advice as consultant. Delphi method was applied to specify their components and constituting items and a content validity study was conducted. Policy implications derived from the study are as follows. Central government and local governments are proposed to work together for the successful landing of the disclosing system of regional job-creation targets. Central government is required to provide manuals with detailed instructions for the system and offer various incentives to local governments. Local governments need to make every efforts to create civilian jobs by attracting firms into the region, providing locally-tailored training program, and resolving job market mismatch with networking employment agencies and integrating information system.

본 연구는 지역일자리 목표 공시제 활성화방안을 도출하고자 하였다. 이러한 목적달성을 위해 지역일자리 목 표 공시제 업무를 수행하고 있는 경북지역 시군 현장의 담당공무원과 일자리 목표 공시제 컨설턴트로 구성된 25명의 전문가를 대상으로 2단계에 걸친 설문조사를 실시하였다. 구체적인 문항을 구성하고 분석하기 위해 델 파이조사방법을 사용하였으며 내용타당도 검정을 실시하였다. 분석결과 다음과 같은 정책 함의가 도출되었다. 중앙정부와 지방정부는 지역일자리 목표 공시제의 성공적인 정착을 위해 함께 노력해야 한다. 중앙정부는 보다 구체적인 매뉴얼을 제공하고 지방정부에 대한 다양한 인센 티브를 마련해야 한다. 지방정부는 기업유치, 지역맞춤형 직업훈련, 일자리 미스매치 해소, 일자리관련 인프라 의 네트워크 및 통합정보체계 구축 등을 통해 새로운 민간일자리창출을 위해 노력해야 한다.
