대한민국의 정보화 기술의 발전속도는 빠르게 성장하고 있고 IT기술은 세계최고의 수준으로 발전하였다, 특히, IT기술을 군사분야의 전쟁지휘체계에 접목하여 네트워크 중심의 작전환경을 구축하였다. 그러나 병무행정과 병 영정보화는 많은 부분이 미흡한바 병영의무자와 부모에게 편익을 제공하고 군 복무간에 장병들이 온라인 체계를 이 용한 학습여건 보장 등 IT시대에 부합된 병무행정과 병영정보화 기반체계를 발전시키고자 개선방안을 제시하였다.
