In this study, based on the problems and side effect of gambling addiction to racing sports, we examined related case study and statistics in Korea, and try to figure out the problems and effective countermeasures. First, as the result of analysis in racing sports, we found that the number of racing sport users decreased, on the other hand, the net sales of racing sport has increased. From the results, we can see that pathological gamblers of racing sport are very serious. Second, when arresting in illegal racing sports, although illegal sports gambling has been increased on online, the number of hearing request and reported case of gambling has been decreased. It means that illegal racing sports are being held in somewhere secret. Third, through analysis on addicted gamblers of racing sports, we found that there is the potential for criminalization of the second such as violent crimes, family violence, suiside, child abuse to happen to make money for gambling. Through these analysis, in this study, we would like to suggest some political alternative to prevent addiction to racing sports as follows. First, we need to heighten people's perception of racing sports as crime through education and information. It is needed to set up a hot line which addicted gamblers can ask for help related to addict in racing sports, therefore, they can be helped with medication and 24-hour counseling. Except a hot line, it is also needed to diversify programs and increase the number of care center for addicted gamblers. Second, the government and the police must actively intervene in gambling addict to racing sports. especially police, have to set up a unit to charge of it and reform legal system of regulation against sales such as one ticket for a person. Lastly, to prevent from addicting to racing sports, we must build a cooperative system with each organizations. Also, through continuous and step-by-step management, we need to prepare a system that can help the addicted gamblers to go back normal life.

본 연구에서는 국내의 경주스포츠 도박중독의 실태를 사례분석과 관련 통계를 중심 으로 살펴보고 이에 대한 문제점과 대응방안을 알아보고자 하였다. 첫째, 경주스포츠의 실태를 분석한 결과 경주스포츠 이용객은 줄어든 반면 경주스포 츠 순매출액이 크게 증가한 것으로 보아 경주스포츠에 대한 병적 도박중독자가 심각 한 것을 알 수 있고, 둘째, 불법 경주스포츠 단속현황에서 온라인상에서의 불법경주스 포츠가 증가하고 있음에도 불구하고 이에 대한 심의요청건수가 오히려 감소하거나 신 고고발 또한 매우 미비한 숫자여서 불법경주스포츠의 지하양성화 경향이 두드러짐을 알 수 있었다. 또한 셋째, 경주스포츠 도박중독자에 대한 사례분석을 통하여 도박자금 등의 마련을 위하여 강력범죄와 가정폭력, 자살, 아동학대 등의 도박의 제2차 범죄화 행위로 발전 될 가능성과 사회적인 심각한 문제가 발생하고 있음을 알 수 있었다. 이러한 분석을 통하여 본 연구에서는 경주스포츠 도박중독을 위한 효과적인 대응방 안으로 다음과 같은 정책적 대안을 제시하고자 한다. 첫째, 홍보와 교육 등을 통하여 경주스포츠 도박이 범죄라는 인식을 강화시키고, 경 주스포츠 도박중독과 관련하여 이들로 하여금 언제든지 도움을 요청할 수 있는 핫라 인 등을 개설하여 24시간 언제든지 상담과 치료를 병행 할 수 있게 하고, 경주스포츠 도박중독자를 위한 프로그램을 다양화 하고 종합적인 치료기관의 수를 늘리는 등의 노력이 필요하다. 둘째, 경주스포츠 도박중독에 대한 보다 국가의 적극적인 개입의지 와 경찰청 내의 전담부서를 통한단속 및 1인 1매 판매규제의 법제도의 재정비가 필요 하다. 마지막으로 경주스포츠 도박중독을 예방하기 위해 각 기관과의 연대를 통한 협 력체계구축과 지속적이고 단계적인 관리를 통하여 도박중독자로 하여금 정상적인 생 활로 돌아가게 할 수 있는 제도가 마련되어야 할 것이다.
