도박은 오랜 역사속의 놀이문화로 이어져 오다 현대사회에 들어와 도박이라는 문화 로 자리 잡게 되었다. 이는 인간의 사행심을 이용하여 이익추구와 재화, 서비스를 생 산하는 사업으로 자리 잡았다. 현대인들에게 즐거움, 쾌락, 스트레스 해소로 가져오던 도박이 중독으로 발전해 악영향을 미치고 있다. 즉, 긍정적인 요소가 중독으로 인해 살인과 폭행, 절도, 강도, 위조 등 2차 범죄로 이어지고 있다. 2000년대 이후 불법도박과 함께 사이버도박 사이트 등의 증가로 도박중독으로 인한 관련 범죄가 증가 되었다. 사행산업통합감독위원회의 중독예방치유센터, 강원랜드의 중독관리센터, 단도박 모임, 유캔센터에서 도박문제로 치료 프로그램을 활성화 하고 심각한 사회문제를 예방하는 노력을 하고 있다. 하지만 이러한 도박 중독 관련한 기 관과 치료 프로그램은 업무를 처리하기에 규모가 작고, 인력이 부족하다. 뿐만 아니 라, 치료 상담이 도박 중독자들에게 제 구실을 못하고 있는 실정이다. 이에 도박 중독으로 인해 도박 빚 해결, 자기통제력 저하, 여러 가지 요인으로 인해 2차 범죄화로 이어지는 것을 예방하기 위해 관련된 개념들을 정립하고자 한다. 선행 연구와 함께 도박중독과 관련된 통계자료, 언론 기사 등을 통하여 도박중독자의 2차 범죄화 예방방안을 모색해 보고자 한다.
