Public records, produced by the Government-General of Joseon during the Japanese occupation, are preserved and managed at the National Archives and Records Service as well as in the National Institute of Korean History and the National Museum of Korea. Since the Korean government received approximately 14,000 files from the Government-General through the provisional U.S. military government, the National Archives and Records Service has preserved the records collected from government agencies on every level. While some documents are kept by the National Institute of Korean History and the National Museum of Korea, the National Archives and Records Service is currently managing the largest collection of official documents produced by the Government-General of Joseon . Since these public records are scattered over various institutions, they are variously organized and classified according to the characteristics of those holding institutions. However, they should be uniformly classified by the agency which produced them and their characteristics, no matter where they are kept. It is very urgent to establish a standard classification system suitable for this particular collection of official documents, which could be shared by various holding institutions.. In this research, a classification system is proposed to represent the hierarchical structure and official duties carried out by the Government-General of Joseon. In order to establish a well-organized classification system, further research is needed to understand comprehensively the organizations and functions of the Government-General of Joseon.

조선총독부 공문서는 국가기록원을 비롯하여 국사편찬위원회, 국립중앙박물관 등에서 보존 관리되고 있다. 국가기록원은 조선총독부 문서과가 보관하고 있던 14,000여권을 미군 정을 거쳐 한국정부가 인수받은 후, 각급 기관에서 수집한 기록물을 관리하고 있다. 국사편 찬위원회는 조선총독부 중추원․조선사편수회 문서들과 대검찰청에서 연구자료로 대출해 준 경성지방법원 검사국 관련 문서 일부가 소장되어 있다. 국립중앙박물관에는 조선총독부 박물관 문서가 소장되어 있는데 이 중에서 국가기록원이 가장 많은 공문서를 관리하고 있 다. 그러나 각 기관의 기록물은 소장 기관의 특성에 맞게 관리되고 있다. 이처럼 조선총독 부 공문서는 소장 기관의 성격에 따라서 분류되고 있으나 기록물의 분류는 소장기관의 성 격이 아니라 해당 기록을 생산한 기관과 그 기록의 특성에 맞게 분류되어야 한다. 뿐만 아니라 조선총독부 공문서에 적합한 표준적 분류체계를 수립하는 것이 시급하다고 할 수 있다. 조선총독부 공문서의 분류는, 공문서가 생산될 당시의 질서를 반영하여 조직함으로 써, 해당 공문서를 체계적으로 이해하고 접근하기 위해 필요한 것이다. 이 글에서는 조선총 독부사무분장규정과 법무국의 업무분장표에 기초하여 대-중-소-시리즈-기록철의 순으로 분류표를 작성하였다. 그리고 현재 남아 있는 국가기록원의 기록철을 반영하여 일부 수정 하였다. 앞으로 조선총독부 공문서를 위한 분류체계를 제정하기 위해서는 조선총독부 기구 와 기능에 대한 광범위한 사전 조사와 연구가 진행되어야 할 것이다. 그리고 각과 사무분장 수준의 조사보다는 係 업무분장표의 지속적인 발굴과 기록철의 증가에 따라서 좀 더 정교 하게 분류체계를 수정할 필요가 있다.
