Currently, the government provides support FTA policies that providing FTA-related information, FTA Consulting, Country of Origin Information Management Systems. The purpose of these government policies enhance the company's ability to manage the country of origin. But the problem is need a large budget will continue. A reliable Certificate of Origin(related supporting documents) is very important for trading partner in the FTA. Deliberately forged certificate of origin(related documents) damage to all parties, because the trade policy is necessary to protect. If Short-term Export Insurance coverage in the FTA Certificate of Origin, FTA circumstance will be stable. Exporter and importer freely from deliberately forged certificate of origin(related documents) than if the FTA will become active.

FTA 활용에 있어 우선적으로 또는 최종적으로 중요한 선결과제는 원산지증명서 및 관련서류의 명확한 작성과 진정성 확보이다. FTA는 체결국 간에 거래되는 물품 등에 대한 차별적인 FTA 특혜가 핵심이고, 이를 안정적이 고 효율적으로 운영하기 위한 관계당국의 정책적인 지원이 필수적이다. 동시다발적인 FTA 체결을 정책적으로 수행해온 우리나라는 EU나 미국 등의 경제공동체 선험국과는 달리 FTA를 위한 수출구조가 정착되어 있지 않기 때문에 선진국 수준의 원산지관리 인프라 정착 및 기업의 인식전 환을 위해서는 획기적인 제도개선 및 도입이 필요하다. 본 연구는 FTA를 안정적으로 활용하기 위해서 필수적으로 개선되어야 하는 중소기업의 원산지관리를 위한 제 도개선을 무역보험제도의 도입에 맞추어 제안하고자 한다.
