A tight money market caused by global financial crisis and long terms shipping recession cause the big depression in shipbuilding industry especially Small and Medium Sized Shipyards(SMS Shipyards). So, this study concerned the main reason of bankruptcy of Korean SMS Shipyards called RG(Refund Guarantee). There is no big problem during boom period of shipbuilding industry, but risk of RG issue to SMS Shipyards is magnified because of shipping recession. The property insurance company and K-SURE suffered great losses due to an indiscreet RG issue, so SMS Shipyards are impossible to get RG which is a prerequisite for shipbuilding contract and consequentially SMS Shipyards are bankrupt. Therefore, this study suggested specific ways in order to invigorate Refund Guarantee Insurance as a way for development of Korean SMS Shipyards which have technical skills and competitiveness in handysized tanker. A giant leap can be expected of domestic SMS Shipyards through these ways.

본 연구는 금융경색과 장기 해운불황으로 인한 우리나라 중소조선사 파산의 주요 원인으로 작용한 선수금환급보증(Refund Guarantee: RG) 미 발급 문제를 고찰하였다. 조선 호황기에는 큰 문제가 없었던 중소조선사에 대한 무분별한 RG발급이 조선불황으로 리스크가 부각되었고, 손해보험사와 공적수출신용기관(ECA: Export Credit Agency)인 무역보험공사가 RG보험 발급으로 큰 손실을 입으면서 중소조선사는 사실상 선박수주계약의 필수조건이라고 할 수 있는 RG를 발급 받을 수 없는 상황으로 이는 중소조선사의 도산으로 이어지고 있다. 본 연구는 탱커부문에 있어서 기술력과 경쟁력을 보유하고 있는 우리나라 중소조선사를 육성 발전시키기 위한 방안으로 선수금환급보증보험 활성화 방안을 구체적으로 제시하였다. 이 방안들을 토대로 중국의 대형조선사와 경쟁할 국내 중소조선사의 도약을 기대할 수 있을 것이다.
