Present and Future of CDM project in Latin America Region

An effective global agreement to mitigate climate change will essentially have to involve both industrialized and developing countries to reduce remarkable emissions. But developing countries have other urgent development challenges and feel inequity in that industrialized countries were not constrained by requirements to reduce their emissions during their development process. CDM has considered as a method that can be satisfied both equity and efficiency between industrialized and developing countries. In this paper, Latin America status and future potential of the CDM were reviewed. The largest portion of emissions is a transportation sector in Latin America regions, and Latin America's most distinctive emission part is related to deforestation. In particular, there is a great advantage of forest in that it can be used not only absorption of greenhouse gas but also corresponding climate change mitigation and forest through a variety of services in the ecosystem that forests provide. In spite of that, the forest, long-term time -consuming, can exposed to changes various factors and can have difficulties of monitoring and verification . Therefore forest as CDM is hard to satisfy yet to be incorporated into the format and strict procedures of CDM. Forest and land use are the most characteristic of the greenhouse gas emissions of Latin America, and contribute to global climate change. Considering that, it is necessary to find a way of incorporation to CDM and REDD. In procedure and form in CDM, it should be expanded. In addition, the transport sector is associated with air pollution in Latin America, which accounts for the biggest part of the greenhouse gas emissions in the region. Therefore, the transportation is urgent sector for the improvement of environmental quality and reduce greenhouse gas emissions substantially in the area . Therefore , it is necessary to look for ways through the diversity of CDM projects in the transport sector more to get a substantial benefit to the region.

Um acordo global efetivo para mitigar a mudança climática, essencialmente, deverá envolver ambos os países industrializados e em desenvolvimento para reduzir as emissões notáveis. Mas os países em desenvolvimento têm outros desafios urgentes de desenvolvimento e sentem a desigualdade em que os países industrializados não foram constrangidos pelas exigências para reduzir suas emissões durante o seu processo de desenvolvimento. MDL tem considerado como um método que pode ser satisfeita a equidade e a eficiência entre países industrializados e em desenvolvimento.
Neste trabalho , o estado da América Latina e potencial futuro do MDL foram revisados. A maior parte das emissões é um setor de transportes em regiões da América Latina , e uma parte das emissões mais distintiva da América Latina está relacionado ao desmatamento. Em particular , há uma grande vantagem da floresta em que ele pode ser usado não apenas a absorção de gases de efeito estufa , mas também correspondente mitigação das mudanças climáticas e da floresta através de uma variedade de serviços do ecossistema que as florestas proporcionam. Apesar disso , a floresta , a longo prazo demorado, pode ser exposta a alterações dos vários fatores e pode ter dificuldades de monitoramento e verificação . Portanto floresta como CDM é difícil de satisfazer ainda a ser incorporada no formato e procedimentos rigorosos de MDL. Florestal e uso da terra são os maiores característicos das emissões de gases de efeito estufa na América Latina , além de contribuir para a mudança climática global. Considerando isso, é necessário encontrar uma forma de incorporação de MDL e REDD . Em procedimento e forma de MDL , deve ser expandido. Além disso , o setor de transporte está associada com a poluição do ar na América Latina, que responde pela maior parte das emissões de gases de efeito estufa na região. Portanto, é necessário procurar as formas através da diversidade de projetos de MDL no setor de transporte para obter benefício substancial para a região.
