Nowadays, private security acts not as an assistant but as a cooperator for public order. The purpose of this study was to identify inefficient aspects of Security Industry Act which private security's activities are based on, and to find a way to make realistic and reasonable revision. In order to revise Security Industry Act to increase the efficiency of cooperative policing between private and public police and to meet today's reality, the following have been suggested. First, as to the permit system of security system, introduction of private investigation services have been suggested in order to expand the scope of security services to meet today's reality. Also, the validity of permit is 5 years which is too short, so extension to 10 years has been suggested considering the fairness against other permits. Second, as to the education, it was suggested that correctional officers are exempted from the new recruit training for ordinary security, and that the period for new recruit training for special security is adjusted from 88 hours to 64 hours. Lastly, as to electronic security, it was suggested that the vehicle's response system time is modified considering the reality where major part of today's crimes comprises of prompt thefts. Also, the provision recognizing the security vehicles as emergency vehicles must be inserted into the Road Traffic Act for clear stipulation.

이 연구에서는 민간경비가 치안의 보조자가 아닌 치안의 한 축을 담당하는 협력자로서 활동하 는 최근의 시대 상황에 맞추어 민간경비 활동의 근거가 되는 경비업법의 비능률적인 점을 파 악하고, 이를 현실적이고, 합리적인 방향으로 개정하고자 하였다. 경비업법을 민ㆍ경 협력치안의 능률성 제고를 위한 방향, 최근의 시대와 현실에 맞는 방향으 로 개정하기 위하여 다음과 같이 제안하였다. 먼저, 경비업 허가와 관련한 내용으로 최근의 현실에 맞게 경비업무 범위를 확대하자는 취지 로 민간조사업의 도입을 주장하였으며, 허가의 유효기간 역시 5년은 너무 짧은 기간이기에 타 허가와의 형평성을 고려하여 10년으로 할 것을 제안하였다. 둘째, 교육과 관련한 내용으로 일반경비원 신임교육 면제대상에 교정직렬 공무원을 삽입할 것 과 특수경비원의 신임교육 시간을 기존 88시간에서 64시간으로 조정할 것을 제안하였다. 마지막으로 기계경비와 관련한 내용으로 출동차량의 대응체제 시간을 신속 절도범죄가 주를 이루는 현실의 상황을 감안하여 수정할 것을 제안하였고, 출동차량을 긴급자동차로 인정하는 규정을 관계법인 도로교통법에 삽입하여 명문으로 규정하여야 한다고 제안하였다.
