Since the introduction of social networking in 1998 and the rapid adoption of smartphones in the late 2000s, many people have started to use SNS. This kind of worldwide use of SNS has had a large influence on police activities. The traditional image of Korean police as tough and domineering along with the unidirectional flow of information from police to citizeens has been changing as police officers and ordinary citizens are able to engage in a two way dialogue with the help of Twitter, Facebook and other social networking services. This change is especially prevalent among newly employed officers who typically utilize SNS frequently. Police usage of SNS can advertise or promote police activities via SNS, as well as communicate effectively with ordinary citizens. While it allows citizens to utilize police services using whichever method they find most convenient, SNS also allows the spread of misinformation, and due the political nature of some of the problems, this misinformation may reduce the trust citizens place in the police force. Analysis of questionnaire data on the use of social network services, in the case of police officers are actively using social networking services of Daegu, relatively young, at the center of a police officer 30ㆍ40 generations for more than five years tenure, the frequency of use of social networks was high. Result of examining the impact on police work in accordance with the level of participation and recognition level of police officers that are actively using social network services, about level of participation and recognition level of the social network of police officers is high, and police exerting a significant influence on communication between the citizens become clear, it was found that the effect of the PR police exert a significant effect. Based on the results of these studies, it was presented a proposal that is used as a measure to strengthen community policing of the police social network service, to be used as a means of communication and police public relations means of police.

2000년대 후반부터 급속도로 보급되기 시작한 스마트폰(Smart Phone)으로 인하여 소셜 네트 워크 서비스(Social Network Service)에 대한 접근이 용이하게 되어, 소셜 네트워크 서비스를 통한 의사소통 및 홍보활동이 활발하게 되었다. 소셜 네트워크 서비스는 인터넷을 기반으로 이뤄지는 의사소통 도구로서, 주변 지인의 의사소 통 및 개인적인 의견 전달, 유명인과의 의사전달 및 홍보활동 등 다양하게 활용되고 있다. 이 러한 소셜 네트워크 서비스는 경찰에서도 널리 활용되고 있는데, 주로 신임경찰관 및 젊은 경 찰관 들을 중심으로 개인 소셜 네트워크 서비스 개정을 통해 활용되고 있으며, 경찰청에서는 공식 개정을 통해 시민들에게 경찰활동 상황을 홍보하거나, 범죄예방정보 안내 및 경찰에 대 한 의견청취도구로 사용하고 있다. 경찰의 공식적인 소셜 네트워크 서비스 활동은 기존의 경찰의 딱딱하고 시민에게 권위적인 형 태의 경찰이미지를 시민과의 양방향적인 의사소통을 통해 긍정적인 이미지를 창출하고, 시민 들의 문제에 대해 적극적으로 청취하는 도구로 사용되고 있다. 경찰관 개인적인 소셜 네트워크 서비스 활동은 지역사회 경찰활동을 사이버 공간으로 가져와 범죄정보안내, 경찰홍보활동, 경찰관 개인의 의사피력, 개인의 인간관계 의사교환 등 다양하 게 사용되고 있다. 이러한 개인적인 소셜 네트워크 서비스 활동은 꾸밈없이 쓰여지기 때문에 공식적인 활동보다 더 많은 파급효과를 가지기 때문에, 경찰활동에 있어서 소셜 네트워크 서 비스를 사용함에 있어서 많은 제약을 가지기도 한다. 따라서, 이 연구에서는 경찰의 소셜 네트워크 서비스 활동이 경찰업무에 미치는 영향을 살펴 보고자 하는 실증연구로서, 대구지역에 근무하는 경찰관들을 대상으로 설문조사를 통하여, 소 셜 네트워크 서비스 사용 실태를 알아보고, 소셜 네트워크 서비스 인식 및 참여가 경찰업무에 미치는 영향을 살펴보고자 하였다. 소셜 네트워크 서비스 사용에 대한 설문 자료의 분석 결과, 대구지역의 소셜 네트워크 서비스 를 적극적으로 사용하는 경찰관의 경우 비교적 젊고, 재직기간 5년 이상의 30ㆍ40대 경찰관을 중심으로 소셜 네트워크 사용빈도가 높게 나타났다. 소셜 네트워크 서비스를 적극적으로 사용하고 있는 경찰관의 인식수준과 참여수준에 따른 경 찰업무에 미치는 영향을 살펴본 결과, 경찰관의 소셜 네트워크 인식수준과 참여수준이 높을수 록 경찰과 시민간의 의사소통에 유의미한 영향을 미치는 것으로 나타났으며, 경찰홍보효과에 도 유의미한 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로, 소셜 네트워크 서비스를 경찰의 지역사회 경찰활동 강화방안으 로 사용하며, 경찰홍보수단 및 경찰의 의사교환수단으로 활용하는 방안을 제시하였다.
