This study aimed to provide a policy for protecting the rights of Children with incarcerated parents and problems faced by these children. For this purpose, this study analyzed supporting policies of America for children with incarcerated parents, and offered policies that were applicable in Korea. Using content analysis, this study analyzed the secondary data of communication records on children with incarcerated parents from the States. While under the framework by Gilbert & Terrell, the framework consisted of social allocation, social provision, ways of finance, and strategies for the delivery. Main findings are as follows. Regarding the U.S.'s supporting policies, this study analyzed how children with incarcerated parents were selected in the sense of social allocation. In explaining social provision, services provided to the children directly and indirectly were divided into prison, school, home, and community for analysis. Ways of finance was studied based on how budgets for the supporting program was ensured. Strategies for delivery were analyzed by studying the supporting system and the role allocations. Finally, this study offered a supporting system for children with incarcerated parents and a service delivery model for a network of service delivery structure.

본 연구는 수용자자녀들의 권리보호와 문제해결을 위한 정책대안 마련의 필요성을 주목하였 다. 이에 미국의 수용자자녀 지원정책의 내용을 분석하고 우리나라에 적용할 수 있는 방안들 을 제안하였다. 내용분석법을 이용하여 수용자자녀를 주제로 하는 미국의 의사소통기록물에 관한 간접자료를 분석하였는데, 길버트와 테렐(Gilbert & Terrell)이 제시한 분석틀을 적용하여 할당, 급여, 재원, 그리고 전달체계를 분석범주로 하였다. 주요 발견사항은 다음과 같다. 미국의 수용자자녀 지원정책에서 먼저, 할당에 해당하는 대상 자선정은 수용자자녀들이 어떠한 경로를 통해 발굴되는지를 분석하였다. 급여는 수용자자녀 들에게 혜택을 주기위해 직․간접적으로 제공되는 서비스의 내용을 다루었는데 서비스가 제공 되는 세팅을 분석단위로 하여 교도소, 학교, 가정, 지역사회로 구분하여 제시하였다. 재정은 수용자자녀 지원 프로그램의 운영을 위한 예산의 조달방식을 다루었다. 한편 서비스전달은 수 용자자녀 지원체계의 구성과 역할분담을 분석하였다. 마지막으로 우리나라의 수용자자녀 지 원정책의 방향을 제안하고 서비스제공 모형으로 서비스전달체계 네트워크를 제시하였다.
