School violence has received a nationwide attention. In recent years research on school violence including bullying is rapidly increasing. The Government has proposed comprehensive measures of school violence. Despite these efforts, high numbers of school violence still continue to occur. The purpose of this study was to propose an alternative conceptual framework in responding to school violence. To do this, the following research questions were asked. First, what is school violence and what are some of its effects? Second, in what ways have we dealt with school violence? Third, what approaches can be useful for an alternative framework? Fourth, what does the alternative conceptual framework look like and how can it be applied in practice? Lessons learned from the research questions included: victims are systematically alienated from the process of conflict resolution; piecemeal intervention programs are widely used; and punishment oriented and problem focused measures are inadequate in dealing with school violence. To suggest an alternative framework the following approaches were proposed: restorative justice/practice to address victims’ issues; ecological systems theory to deal with piecemeal interventions; and strengths/solution oriented approaches to cope with problem focused measures and to change the school climate. Due to the limitations as an exploratory study, an empirical research should be followed to test the proposed framework.

최근 학교폭력의 해결에 대한 활발한 연구와 범정부 차원의 학교폭력근절종합대책이 제시되고 있음에도 불구 하고, 학교폭력은 더욱 저연령화, 집단화, 범죄의 악질화, 장기화 등의 양상을 보이고 있는 것은 학교폭력에 대응하는 우리의 접근에 문제가 있음을 시사한다. 이에 본 연구는 다음과 같은 질문을 통해 학교폭력에 대한 그 동안의 접근방법을 분석하고, 이에 근거하여 좀 더 효과적인 대응방법을 도출 할 수 있는 대체적인 개념틀을 제시하고자 한다. 학교폭력은 무엇이며, 그 영향 은 어떤 것인가?; 그 동안의 학교폭력을 다루는 우리의 접근은 어떤 것이었으며, 그 효과는 어떠한가?; 대안적 개념틀을 위해 유용할 수 있는 접근은 무엇인가?; 대안적 개념틀은 학교폭력의 효과적인 해결을 위해 어떻게 적용될 수 있는가?주요발견사항은 다음과 같다. 첫째, 피해자를 갈등의 해결과정에서 소외시켰고, 둘째, 학교 전체가 유기적으로 연결되는 개입이 아니라 단편적인 프로그램과, 셋째, 처벌 위주의 문제중심적 사후대책이 주를 이루었다. 이에 본 연구에서는 학교폭력의 효과적 예방을 위한 정책의 방향전환을 위한 대책으로 회복적 실천, 생태체계론, 강점중심의 성장지향적 접근을 대체적인 개념틀로 제시하였다. 본 연구는 실증적 연구에 선행되어야 할 탐색적 연구로의 한계를 지닌다.
