This paper examines the mal-apportionment of National Assembly and the resultant policy distortion in Korea. To measure the extent of mal-apportionment, the present paper employs both the coefficient of variation of the apportionment index and the political Gini coefficient. The apportionment index for a district is defined to be the ratio of share of voters relative to share of seats in the district. The coefficient of variation of the apportionment index shows the extent of dispersion in the district size. To estimate the political Gini coefficient, each voter is assumed to possess one n-th (1/n) unit of political input when n voters select one assemblyman in the district. Both the coefficient of variation of the apportionment index and the political Gini coefficient show that the extent of mal-apportionment in the National Assembly election has increased in the 18th and 19th elections. The present paper also examines the effect of mal-apportionment on government policy. The paper finds that primary industry in Korea is over-represented, while manufacturing industry is under-represented in political inputs.

본 논문은 국회의원 선거구 획정의 왜곡과 이에 따른 정책의 왜곡을 실증적으로 분석한다. 선거구 획정의 왜곡도를 측정하기 위하여 본 논문은 선거구 획정지수의 분산계수와 정치적 지니계수(political Gini coefficient)를 이용한다. 선거구 획정지수는 선거구별 유권자 비중을 선거구별 의석비중으로 나눈 수치로 정의된다. 선거구 획정지수의 분산계수는 선거구 크기의 분산도를 보여준다. 국회의원 1명을 선출하는 선거구에 n명의 유권자가 존재하면 국회의원 수를 단위로 하여 각 유권자는 1/n의‘정치적 투입’(political input)을 보유하고 있는 것으로 보고, 유권자별 정치적 투입의 분배상태를 지니계수를 이용하여 측정한다. 이와 같이 측정된 선거구 획정지수의 분산계수와 정치적 지니계수 모두 제18대 및 19대 국회의원 선거에서 선거구 획정의 왜곡도가‘증가’하였음을 나타내고 있다. 또한 본 논문은 이와 같은 선거구 획정의 왜곡에 따른 정책의 왜곡을 분석하였으며, 그 결과 정치적 투입부문에서 1차 산업이 과대 대표되고 제조업이 과소 대표되고 있음을 보여주고 있다.
