This paper examines three methods for financing a given government expenditure - taxation, issue of government bonds, and the monetization of government debt - in light of the criterion that how severely each method hinders the compatibility of plans by consumers/savers, entrepreneurs, and Government. The more it hinders, the more it wastes scare resources. We have evaluated each method by that criterion by using Hayekian triangle and other graphs developed by Garrison(2001), and found that the monetization of government debt is the worst. By reviewing the laws related to government finance in Korea we also have found that they do not have concrete articles that effectively restrict such monetization of government debt.

본 논문은 정부 재원의 조달 방법들, 즉 세금부과와 정부채권 발행 그리고 정부 채권의 화폐화를 다음의 질문을 던지고 검토한다.“어떤 방법이 개별 경제주체들의 계획들의 상충을 피하게 함으로써 자원의 낭비를 줄이는가?”특히 정부채권의 화폐화에 내재된 문제점들을 긴급한 상황인 전시의 전비조달 방법으로서의 정부채권의 화폐화를 사례로 삼아‘하이에키언 삼각형’을 이용하여 분석한다. 정부채권의 화폐화에 내재된 문제점들을 확인한 다음, 이런 문제점들을 피하기 위해 우리나라 관련법들에는 어떤 조항들을 가지고 있는지 관련 조항들의 내용을 검토하고, 필요한 개정의 방향을 제시한다.
