The paper has tried to philosophically examine the welfare policy for free nursery which the Korean politicians have supported. For this, the following agendas have been tackled: First, what characteristics are the socialist policy for the welfare state? Second, what characteristics are the liberal ground against this? Third, can the welfare policy for free nursery be justified in terms of the liberal theories of justice asserted by Robert Nozick, John Rawls and Ronal Dworkin? Fourth, is it logically relevant and practically implemented the ground for the free nursery welfare policy such as easing the problems of the ‘working mom’ and enhance the birth-rate. After these agendas examined, any positive ground for this welfare policy claimed by the Korean politicians cannot be justified and founded. The philosophical and practical examinations against the free nursery policy rather warns us that the financial state of the Korean government will be deteriorated and the Korean society will also introduce to the totalitarian regime foreseen by the libertarians.

이 논문은 현재 우리나라에서 보편적 가치라고 주장하는 무상보육 확대정책의 타당성을 검토하기 위한 것이다. 이 정책이 보편성을 확보하려면 노선에 관계없이 어느 정도 정당성을 확보해야 한다. 이를 위하여 우선 무상보육 확대 정책을 지지한다고 하는 사회주의 복지정책의 특징과 이에 근거한 무상보육 정책의 논거와 재정 지원 실태, 그리고 쟁점을 검토하였다. 이어서 사회복지정책의 반대논리가 아니라 자유주의 노선에 비추어 검토하고자 하였다. 일부에서 주장하는 바와 같이 무상보육정책이 보편성을 지닌다고 한다면, 이 정책은 사회주의 노선뿐만 아니라 자유주의 노선에 비추어도 정당화되어야 한다. 이 점에 착안하여 자유주의 노선의 여러 갈래 중에서 자유주의 정치철학자인 노직, 롤스, 드워킨의 정의이론을 선정하여 무상보육정책의 타당성을 검토하였다. 그 결과 무상보육 확대실시 정책은 어느 이론에도 부합하지 않음을 알 수 있었다. 아울러 무상보육 정책이 좌파 노선을 견지하는 이들이 주장하는 것처럼 평등의 원리를 충족시키는가를 검토하여 오히려 차별을 야기하는 정책임을 확인하였다. 다른 선진 복지국가와는 달리 우리나라 무상보육 정책은 말과 마차의 위치를 바꿔놓은 오류를 범하고 있음을 확인하였다. 아울러 도치된 목표인 워킹 맘 문제와 출산율 제고에도 별 효과도 없고 현실성이 없는 정책임을 확인하였다.
