Multiculturalism, Social Integration and Social Peace in South Korea : Coping Mechanism through Collaborative Governance

South Korea is a country in East Asia has fast evolved both economically and socially such that from a monocultural developing economy in the 1980s, has turned into a multicultural industrialized country. Due to the great influx of foreigners, the Korean social architecture has rapidly changed giving way to multicultural families. Due to this phenomenon, the government of South Korea was challenged to craft legal instruments that provide for the change of status of migrants and their families as well as implement social programs that could address the social problems attendant to multiculturalism. Social integration of migrants and native Koreans has been pursued by the administrations of Kim Dae Jung and Roh Moo Hyun which was subsequently pursued by Lee Myung Bak and Park Geun Hae. The government’s strategy of social integration has given way to a collaborative governance strategy where the public and private sector have been cooperating to promote the welfare of migrants to Korea. This paper analyzed the changes brought about by social integration through collaborative governance and it proposes a troika model for implementing multiculturalism composed of the sectors of government, business and civil society. It is hoped that implementing this model will lead to the furtherance of multiculturalis in South Korea through collaborative governance.
