The aims of this paper is to explore the limits of human rights and then, suggests the nature and content of human responsibilities education complementing human rights. for that aims, I explore modern society in that human rights created and Cicero's concept of duty. Human rights is central value system on that the modern state and civil society is builded. But it looks like that human rights can't well deal with the problem of human desires and the problem of social care and publicity, the problem of inequality and then, can't well suggests a further norms. In oder to complement human rights, We have necessity to teach human responsibilities for students. Seen from cicero's concept of duty, Moderation, justice, publicity, generosity, courage, decorum, glory, wisdom must be contained in the content of human responsibilities education. Human responsibilities education is fulfilled in home, school, society on the basics of autonomy.

본 논문의 목적은 인권이 가지고 있는 한계를 파악하고 이를 보완하기 위한 하나의 인간책임교육의 의미와 필요성, 내용, 그리고 방법을 제시하는 것이다. 이를 위하여 먼저 필자는 근대사회에서의 인권의 형성과 발달 그리고 그 한계를 살펴보고, 인권의 한계를 보완하는 인간의 책임을 파악하기 위해 인간의 의무개념을 키케로의 논의를 중심으로 살펴보았다. 인권은 근대사회의 국가와 시민사회를 토대 짓는 있는 중요한 가치체계이다. 그런데 인권은 인간 내적 욕망, 사회적 배려와 공공성, 불평등 문제를 다루는데, 그리고 최소규범이 아닌 더 나아간 규범을 제시하는데 다소 한계를 갖는 것으로 보인다. 이러한 인권의 한계를 보완하기 위하여 학생들에게 인간의 책임을 가르칠 필요가 있으며, 키케로의 의무개념을 통해 볼 때 이를 위한 내용으로는 절제, 정의, 공직에의 참여, 선행, 용기, 품위, 명예, 지혜가 제시될 수 있다. 이러한 인간 책임에 대한 교육은 가정, 학교, 사회 전반에서 수행되어야 하며, 강제보다는 자율성에 근거해야 할 것으로 보인다.
